(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Further, Offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation.

(ii) This synopsis/solicitation reference number is RFQ 2031ZA25Q00190 and being issued as a Request for Quotation (RFQ) IAW FAR Part 13.**Please provide the full solicitation number on all packages**

(iii) This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2025-03 dated 01 January 2025.

(iv) This solicitation is being issued as Unrestricted under NAICS code 562213 with a size standard of $47 Million. The Classification Code is S222, Housekeeping – Waste Treatment/Storage.

(v) Notice to Offeror(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an Offeror for any costs.

(vi) Contractors shall submit a quote to provide off-site destruction services to the Bureau of Engraving and Printing Washington, DC. Please see attached Request for Quote (RFQ) documents for specific items and quantities, as well as the requirement specifications.

(vii) Description of requirements for the items to be acquired.

The contractor shall provide off-site destruction services that meets or exceeds the specifications outlined in Attachment, Performance Work Statement. This acquisition will result in a single firm fixed-price contract.

(viii) Date(s) and place(s) of delivery and acceptance and FOB point:

Product identified by the Government for destruction will be secured by Destruction Certification Branch (DCB) in accordance with (IAW) Bureau of Engraving and Printing (BEP) policies and procedures to be delivered by designated BEP transport vehicle.

(ix) Contract Line Items (CLINs)

Please review this solicitation in its entirety including all solicitation attachments provided herein and submit an offer for the requested services as outlined in the PWS (Attachment1)

(x) The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, (NOV 2023) applies to this acquisition.

(xi) FAR 52.212-1 Instructions to Offerors—Commercial Items (Sep 2023) The provision at 52.212-1, Instructions to Offerors – Commercial Items, applies to this acquisition.

(xii) Quoters must include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services (MAY 2024) (DEVIATION 2025-00002, FEB 2025), with its quote.

(xiii) 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Products and Commercial Services (JAN 2025) (DEVIATION 2025-00002, FEB 2025) applies to this acquisition.

(xiv) Quotes are due no later than 2:00 PM (EST) on July 31, 2025.
