The purpose of this Invitation to Bid is to establish a term contract with a qualified firm to provide the preventive maintenance, other required maintenance, and repair services, call back, emergency and entrapment response services required to maintain satisfactory performance and regulatory compliance to elevator and lift systems for ODPS facilities throughout Ohio.

CONTRACT OPPORTUNITY
See attached draft contract document for specifications, requirements, terms and conditions.  Winning bidder shall execute contract (items in red will be changed during award).

EVALUATION : Bids will be evaluated in accordance to lowest bidder. A Bidder is the lowest if it offers the lowest-cost supply or service in comparison to all other Bidders as set forth in the evaluation paragraph of the Invitation to Bid (ITB). While Bidders may offer discounts for prompt payment and other similar incentives, discounts and incentives will not be used to determine the lowest Bidder. When discounts are offered, the discount will be calculated from the date the State receives a proper invoice, or the date the service is delivered and accepted in accordance with the terms of the contract. In addition, the State will review supplied quotation (see Special Instructions to Bidders, “Quotation” for requirements) to determine low lot total.

CONTRACT AWARD : The contract will be awarded to the lowest responsive and responsible bidder by low lot total. Failure to bid all items may result in the bidder being deemed not responsive.
MANDATORY SITE VISIT:
Mandatory Site Visits will be held Thursday, August 7 ^th , as appears in the following table:

Mandatory Site Visit is required to survey the facility and discuss the requirements of the solicitation. The site visit will commence promptly at the specified time, barring any unforeseen circumstance that results in a delay of the site visit. Attendance will be taken. The state will not be responsible to a supplier for their failure to obtain information discussed during the site visit due to their arriving after the site visit has convened. Bidders who fail to attend the Mandatory Site Visits and print their name on the sign-in sheets will be deemed not responsive.
