Summary

SECTION I. GENERAL OVERVIEW

1.1 Overview - provide a summary of the project/program, including:

We request proposals for designing, manufacturing, supplying, testing, and delivering one (1)  hinging stack boat trailer to haul boats safely to training and limit injuries to instructors and students.

Objectives –
SECTION II.      SCOPE OF WORK & SPECIFICATIONS OF DELIVERABLES for Project 6- Swift Water Rescue Boat Trailer
The vendor will design, manufacture, supply, test, and deliver one (1) hinging stack boat trailer to safely transport boats to training and limit injuries to instructors and students.
Trailer Specifications and Build are listed below:
  1. Trailer:
  1. Gross vehicle weight rating of no less than 10,000 lbs.
  2. Maximum carry capacity of 8,000 lbs.
  3. The trailer should be a maximum of 20’ rectangle frame plus 4’ A-frame and a maximum LOA of 26’
  4. An electric winch with a battery for raising and lowering the top trailer. The battery needs to come with a maintainer that can be plugged into 110 to charge it when not in use.
  5. A-frame or bottom should be constructed from a 6” c-channel steel or rate as strong as.
  6. The top frame is constructed of 4” c channel steel or rated as strong as.
  7. All grommet-style LED lights and electrical connections are sealed and submersible
  8. Tongue jack two 8000 lbs. with drop leg
  9. St225/75R15 load range D trailer radial tires rated at 2,540 lbs. per tire
  10. The wheels are a silver e-coated and clear coated steel wheel
  11. ¾” thick fake plywood decking on each level with rollers under each boat
  12. Both upper and bottom levels will have an adjustable stand /bow stop
  13. Each boat will have a manual winch with a winch strap
  14. The front supports from the bottom to the top are structural ladders to climb up to the top frame. (Note that the top frame is open, so options can be discussed if you want to walk around the top.
  15. PPG Delfleet polyurethane paint with epoxy primer, followed by a coat of paint; the final coat is a combination of color and clear coat (grey). The exact color will be stated later.
  16. Two safety chains
  17. Structural steel fenders painted to match the trailer with one set of PVC / aluminum ramps
  18. Spare tire, wheel, and mounted
  19. Deep cycle battery installed in a lockable toolbox to help power all accessory lights
2.0.        Safety systems
2.1.1.     Safety lighting
  1. DOT-compliant lighting on both the bottom and top trailer
  2. 4 – 3” x 3” led pod-style scene lights
  3. 2 – 33” LED light bar
  4. 10 – ¾” white LED under deck lights.  10 under each trailer frame, totaling 20
  5. 30” x 30” x 48” aluminum diamond plate top open chest box
3.0 OFA Graphics Installation
3.1.1. Metal Plates on outside of Container
The vendor will either install the required OFA graphics and safety graphics for the trailer prior to delivery or contract with a third-party vendor for these services. 4.0         User Documentation 5.0         Setup and Delivery Training 6.0         Preventative Maintenance/Warranty
Process

Itemized Quote. The quote shall be itemized and include the following: estimated shipping, company name, contact information, including name, phone number and email to which COM should remit the purchase order.
Nothing herein guarantees that the quote will be accepted by Commerce.
Form of Payment. Please state in the quote if you accept credit card as form of payment and if there are any additional fees applied to those purchases.  If so, please state the additional fees and/or surcharge in the quote.
Current State Contract or Agreement. If the products and/or services are currently contracted under a Department of Administrative Services (“DAS”) Contract, State Term Schedule (“STS”), Master Maintenance Agreement (“MMA”) or Master Cloud Services Agreement (“MCSA”), provide the contract number and confirm your quote pricing matches what is listed in the pricing section of the DAS contract.  If the pricing contained in your responsive documents fails to match the DAS contract pricing, your quote may be rejected.
If the product and/or service requested is not quoted from an existing DAS Contract or Agreement, please provide supplier’s Software License Agreement, Maintenance Agreement, and Terms and Conditions documentation when quoting.
If not all products and/or services are referenced on a DAS Contract, please provide two separate quotes: one for products and/or services addressed in the DAS contract and one for the products and/or services not addressed by the DAS contract.
If signature is required for products and/or services not addressed by the DAS contract, please provide the agreement and/or terms and conditions related to the purchase. This includes software license agreements.
