ODNR, Environmental Lab Consumables, Gas Detectors, Calibration Equipment & Repairs

The Ohio Department of Natural Resources, Division of Oil & Gas Resources Management (DOGRM) is accepting bids for the purchase of lab consumables, calibration gases, calibration sensors and repairs. Included in the solicitation are the purchase of new meters, and calibrations stations as needed due to age. The list of items within this solicitation is an estimated consumption of materials over the course of the next two years. The Ohio Department of Natural Resources, Division of Oil & Gas Resources Management & Division of Mineral Resources Management will use this contract to purchase items over the next two years with the option to renew in 2028 & 2029. Pricing of the entire list of items will be used to determine award and supplier with lowest pricing will be issued contract. ODNR and Divisions may not reach the full estimated total for each item listed in the grid.

Specifications : All items must be bid on; incomplete bids will not be considered. Supplier bidding must be an authorized dealer for supplies and repairs. Repairs that are not completed by an authorized dealer will void warranty and are not acceptable under any circumstance. Verification of supplier being authorized to complete repairs will be verified. All items MUST BE new not used and include manufacturer warranty as available.

F.O.B. DESTINATION/PRE-PAID/ALLOWED: The Contractor must provide Deliverables under this Contract F.O.B. Destination/Pre-Paid/Allowed. The place of destination will be specified by the Ordering Agency on the agency’s purchase order or other ordering document. Cost of the freight must be borne and paid by the Contractor unless otherwise stated.

All risk of loss, regardless of the cause, will remain with the Contractor until title to the Deliverable passes to the State. Unless otherwise provided in this Contract, the State will determine whether the Contractor provided each Deliverable required in this Contract and has fully met all work requirements of this Contract. Title to any Deliverables will pass to the State on Acceptance of the Deliverable.

Evaluation: The contract will be awarded to the lowest responsive and responsible bidder as determined by the State. All Proposals must be submitted through Ohio Buys. Proposals received outside of Ohio Buys will not be considered.

Contract Award: The contract will be awarded to the lowest responsive and responsible bidder by low lot total.  Low lot total will be determined by multiplying the unit cost by the estimated usage listed in the bid and then adding each of the totals together to arrive at a total for all items. Failure to bid all items may result in the bidder being deemed not responsive.

Economic Price Impact: The Contract prices(s) will remain firm throughout the initial term of the Purchase Order.  Thereafter, prior to next fiscal year Purchase Order, the Contractor may submit a request to adjust their price(s) to be effective on the effective date of the new Purchase Order. No price adjustment will be permitted prior to the effective date; on purchase orders that are already being processed; or on purchase orders that have been filled.

Price increases must be supported by a general price increase in the cost of the materials/services rendered due to documented increases in the cost of related materials/services.  Detailed documentation, to include a comparison list of the Contract items and proposed price adjustments must be submitted to support the requested adjustment. Supportive documentation should include, but is not limited to: copies of the old and the current price lists or similar documents which indicate the original base cost of the product to the Contractor and the corresponding adjustment, and/or copies of correspondence sent by the Contractor's supplier on the supplier's letterhead, which contain the above price information and explains the source of the adjusted costs in such areas as raw materials, freight, fuel or labor, etc.
