Incorporation of Montana Public Works Technical Specifications.
The Technical Specifications as found in Montana Public Works Standard Specifications
(MPWSS), Seventh Edition, April 2021; are hereby incorporated by reference and made a part of
this Contract:
Incorporation of Montana Fish, Wildlife & Parks Technical Specifications and
Modifications to MPW Technical Specifications.
In addition to the MPWSS Technical Specifications are the following Montana Fish, Wildlife &
Parks Technical Specifications (modifications to MPWSS Technical Specifications).

SECTION 01010 - SUMMARY OF WORK
PART 1 GENERAL

1.2 Owner and Contractor Responsibilities
A. Owners Responsibilities:
1. Responding to project questions
2. Survey and layout of site. Owner shall stake the entire project prior to any
work beginning. The contractor is responsible for maintaining and
protecting stakes throughout construction.
3. Final Acceptance and inspections.
4. Submittal and material review.
B. Contractors Responsibilities:
1. Quality control of work.
2. Completion of project as bid.
3. Coordination with FWP Personnel
1.3 CONTRACTOR USE OF SITE
A. Limit use of site to allow:
1. Coordinate with FWP to limit public usage in work areas as necessary.
1.4 SCOPE OF WORK
A. Project Objective: The project generally includes the expansion of the campground
by providing 8 new overnight campsites, a new host pad with electrical hookup, a new latrine, and
a modification to the existing camp loop. The project will also include the conversion of one
overnight campsite into a day use site.
B. Scope of Work:

Work includes the following but is not limited to the general description contained
herein:
1. Mobilization
General: This bid item shall include the costs associated with
mobilizing to the project site, insurance, bonding, permitting, and
submittals.
Work Included:
- All labor, tools, equipment, materials, royalties, and
incidentals needed to complete the work as specified;
- Transport and set up all equipment, materials, and
other items needed to complete the project;
- All permits, coordination, and compliance
inspections required for the work;
- Insurance and bonding where required;
- Prepare and provide submittals, construction schedule,
and all other paperwork required by the contract
documents prior to construction startup.
Measurement: No measurement shall be taken for this item.
Payment: Partial payments for mobilization/demobilization
will be made based on the lump sum bid price as follows:
- 25% of the amount bid for mobilization when the
Contractor has moved on-site and begun construction
activities.
- 50% of the amount bid for mobilization when 25% of
the contract amount (exclusive mobilization) has been
completed.
- 75% of the amount bid for mobilization when 50% of
the contract amount (exclusive mobilization) has been
completed.
- 100% of the amount bid for mobilization when 75%
of the contract amount (exclusive mobilization) has
been completed.
2. Barrier Rock Relocate
General: This bid item shall include the costs associated with the
relocation of barrier rocks already onsite.
Work Included:
- Removal and relocation of exiting barrier rock on site;

- Layout and installation of barrier rock as shown in
specification 02241;
- All excavation incidental to placing and setting of the
rock.
Measurement: Measurement shall be taken per relocated barrier
rock installed according to plans and specifications.
Payment: Payment shall be by the price bid per "Barrier
Rock Relocate" installed as listed in the proposal.
3. Barrier Rock New
General: This bid item shall include the costs associated with the
installation of new barrier rocks.
Work Included:
- Furnishing of barrier rock to the site;
- Layout and installation of barrier rock as shown in
specification 02241;
- All excavation incidental to placing and setting of the
rock.
Measurement: Measurement shall be taken per new barrier rock
installed according to plans and specifications.
Payment: Payment shall be by the price bid per "Barrier
Rock New" installed as listed in the proposal.
4. Strip and Balance Topsoil
General: This bid item shall include stripping and balancing of
topsoil on the site as shown in the plans.
Work Included:
- All labor, tools, equipment, materials, and
incidentals needed to complete the work as
specified;
- Stripping of 6" of topsoil where new construction will
take place;
- Placing topsoil where the section of the loop is to be
reclaimed;
- Placing all excess topsoil to dress side slopes and fill
depressions as designated by project manager.
- Spreading all excess topsoil on-site in areas designated
by project manager.

Measurement: Measurement shall be per cubic yard of topsoil
salvaged and placed. Measurement shall be rounded to the
nearest cubic yard.
Payment: Payment shall be by the price bid for the cubic foot
as listed in the proposal.
5. 34" (-) Crushed Road Mix
General: This bid item shall include installation of 6" lift of 34"
minus crushed gravel road mix surfacing on all camp pads and
new road.
Work Included:
- All labor, tools, equipment, materials, and
incidentals needed to complete the work as
specified;
- Furnishing and Installing 6" lift of crushed
gravel road mix as shown on the plans;
- Compaction of crushed gravel road mix
Measurement: Measurement shall be per cubic yard of installed
road mix. Measurement shall be rounded to the nearest cubic
yard.
Payment: Payment shall be by the price bid for the cubic foot
as listed in the proposal.
6. Geotextile
General: This bid item shall include installation of geotextile
fabric.
Work Included:
- All labor, tools, equipment, materials, and
incidentals needed to complete the work as
specified;
- Place geotextile fabric as shown in the plan details as
called out in the site plan.
- Geotextile fabric should be Mirafi 1100 N or approved
equal
Measurement: Measurement shall be per square yard of
geotextile fabric installed. Measurement shall be rounded to the
nearest square yard.

Payment: Payment shall be by the unit price bid for the square
yard of "Geotextile" as listed in the proposal.
7. Fire Rings
General: This bid item shall include installation of camp fire
rings as called out in plans.
Work Included:
- All labor, tools, equipment, materials, and
incidentals needed to complete the work as
specified;
- All excavation required to set and place fire
rings.
- Pilot Rock Model FSW/SL-30 campfire ring or
approved equal

Measurement: Measurement shall be per fire ring installed.
Payment: Payment shall be by the unit price bid for each
installed "Fire Ring" as listed in the proposal.
8. Electric Hookup
General: This bid item shall include permitting, connection,
and installation of an Electric Hookup pedestal for the new host
pad.
Work Included:
- All labor, tools, equipment, materials, and
incidentals needed to complete the work as
specified;
- Obtaining permits through Northwestern Energy
for the connection;
- Connecting to power and coordinating the
installation of a meter;
- Trenching the powerline;
- Installation of electric hookup pedestal.
- Installation according to 16010
Measurement: Measurement shall be per the completion of the
line item.
Payment: Payment shall be by the price bid for the completion
of "Electric Hookup" as listed in the proposal.

9. Latrine
General: This bid item shall include furnishing and installing
of a new latrine as shown on the plans.
Work Included:
- All labor, tools, equipment, materials, and
incidentals needed to complete the work as
specified;
- Furnishing and Installing a latrine following
specification 03401.
- Material submittals for installation.
- Approved Suppliers:
1. Missoula Concrete - Missoula, MT
2. Boom Concrete - Newell, SD
3. UBC Precast - Blackfoot, ID
4. CXT Precast - Spokane, WA
- A delay is anticipated for final installation and a
Suspend Work Order will be issued until the
latrine can be delivered to the site for installation.
Measurement: Measurement shall be per the latrine installed.
Payment: Payment shall be by the price bid per the installation
of a "Latrine" as listed in the proposal.
10. Parking Blocks
General: This bid item shall include the placement of parking
blocks as shown in plans.
Work Included:
- All labor, tools, equipment, materials, and
incidentals needed to complete the work as
specified;
- Layout materials as shown in plans;
- Furnishing and installing parking blocks
following section 03321;
Measurement: Measurement shall be taken per each parking
block installed according to plans and specifications.
Payment: Payment shall be by the price bid per "Parking
Blocks" installed as listed in the proposal.

11. Revegetation
General: This bid item shall include the revegetation of
reclaimed and disturbed areas.
Work Included:
- All labor, tools, equipment, materials, and
incidentals needed to complete the work as
specified;
- Reclaim and revegetate hatched camping loop as
shown in plans;
- Revegetate any areas disturbed during
construction;
- Reference section 02910 for seed spec.
Measurement: No measurements will be taken for this item.
Payment: Payment shall be by the price bid per
"Revegetation" as listed in the proposal.
C. CONTRACTS:
All work shall be done under one general contract provided by the Montana
Department of Fish Wildlife and Parks Design and Construction.
D. PROPOSAL:
1. Proposal shall include all costs to complete the work as described in the plans
and specifications, utility locates, required insurance costs and 1% MDOR
Contractor Gross Receipts Tax.

SECTION 02241
BARRIER ROCKS
Added Section.
PART 1 GENERAL
1.1 DESCRIPTION
A. This work consists of furnishing and placing barrier rocks at designated areas on
the project drawings or as directed by the Engineer.
PART 2 PRODUCTS - NOT USED
PART 3 EXECUTION
3.1 GENERAL
A. Furnish hard, durable, angular barrier rock that is resistant to weathering and
water action and free of organic or other unsuitable material. Do not use shale,
rock with shale seams, or other fissured rock that may break into smaller pieces in
the process of handling and placing.
B. Furnish barrier rocks that approximately measure 8 cubic feet (2.5 - 3.5 feet in
nominal diameter as measured on the long axis). Embed barrier rocks 1/3 of the
diameter below finished or existing grade. Backfill around embedded barrier
rocks by tamping with hand tools and/or mechanical equipment. Space barrier
rocks at 6 feet clearance as measured from edge to edge.
C. Install barrier rocks according to the project drawings or as directed by the
Engineer.
PART 4 MEASUREMENT AND PAYMENT
4.1 PAYMENT
A. Barrier rock placement will be measured and paid for by the each (EACH).

SECTION 02910
REVEGETATION
PART 1 GENERAL
1.1 DESCRIPTION
A. This work also includes conserving, placing, and finishing topsoil placement at
designated areas on the project drawings or as directed by the Engineer.
PART 2 PRODUCTS

2.2 TOPSOIL
A. Utilize all salvaged topsoil conserved from clearing and grubbing operations to cover
excavation and embankment slopes prior to fertilizing, seeding, or mulching.
2.4 FERTILIZER
A. When broadcast seeding, apply the fertilizer separately. When drill seeding, do not
apply seed and fertilizer in a single mixture. The fertilizer must be applied separately,
either broadcast before seed application, or surface banded during seeding.
PART 4 MEASUREMENT AND PAYMENT
4.1 GENERAL
A. Revegetation will be measured and paid by the Acre including all labor, equipment,
materials and incidentals required for the completion of the work.
B. Placing conserved topsoil will not be measured for payment and is considered
incidental to other work items in this Contract.
