Title: Ocean Center Shuttle & Transportation Services
Addenda: 1
Release Date: 8/12/2025
Due Date: 10/23/2025
The Ocean Center hosts a diverse range of events that regularly exceed the capacity of its existing parking facilities. Notably, the venue serves as the premier location for high school and college graduations in the Volusia-Flagler County region, with over 45,000 attendees across 11 graduation ceremonies. During these periods, additional events in the surrounding area also place increased demand on the shared parking garage. In addition to graduations, the Ocean Center regularly hosts large-scale events such as concerts and comedy performances, which can draw crowds of up to 7,000 attendees, or more. With continued growth in event size and frequency, there is a clear need to expand parking accessibility and improve guest transportation by implementing a reliable shuttle service to support event ingress and egress beyond the existing three flat lots and parking garage. Listed below are events in the next 12-18 months in which shuttle services are deemed necessary.
Volusia County High School Graduations, back to back (May 26-May 30)
*attendee data based on 2025 actuals
The Ocean Center currently offers a total of 2,024 on-site parking spaces, with 650 located in flat lots and 1,374 in the parking garage. While this capacity supports large-scale events at the Ocean Center, we must also account for parking needs generated by nearby venues, including the Peabody Performing Arts Center, the Bandshell, and Ocean Walk Shoppes, all of which rely on shared access to these spaces.
To support demand during peak periods our Safety & Security Coordinator, has identified a series of nearby off-site parking lots. They are working closely with the Daytona Beach Police Department to establish shuttle routes and traffic support when off-site parking is in use. Awarded contractor will not be responsible for providing signage, staffing for event parking or coordination with any municipality under this contract.
Included in attachments are aerial maps outlining the locations of these additional lots.
The County of Volusia is seeking proposals from qualified transportation providers to provide reliable, safe, and professional shuttle/coach services for the Ocean Center. Services will support events, conferences, and large-scale gatherings requiring the transport of attendees between designated off-site locations and the convention center.
The Ocean Center is a versatile, dynamic venue equipped to host a wide range of productions and events. The arena features 42,000 square feet of space, flexible seating and stage configurations for up to 8,400 attendees, robust rigging capabilities, and advanced sound and lighting systems.
Complementing the arena, the Ocean Center’s 93,000-square-foot exhibit hall provides a versatile space that can accommodate up to 5,000 attendees in a variety of flexible setups.
Additionally, the 12,000-square-foot ballroom combines elegance and functionality, providing an intimate setting for up to 1,000 guests. Its sophisticated design makes it perfect for upscale concerts or other special events.
