OB2024-13 INVITATION TO BID

OAK BLUFFS ELEMENTARY SCHOOL BOILER ROOM RENOVATIONS

The Town of Oak Bluffs, the Awarding Authority, will receive sealed bids for the Boiler Room Renovation at Oak Bluffs Elementary School. in accordance with the Contract Documents prepared by BLW Engineers, Inc., P.O. Box 1551 - 311 Great Road, Littleton, MA 01460.

1. The estimated cost of the project is:  $1,500,000
2. Bidding procedures shall be in accordance with the provisions of Massachusetts General Laws, Chapter 149, Section 44A through Section 44I, inclusive, and State Laws, Chapter 30, Section 39F, G, K, N, O, P, Q, R.
3. General Bids will only be considered from bidders holding a Certificate of Eligibility from the Division of Capital Asset Management in the category of Heating, Ventilation and Air Conditioning (HVAC) and in a single project amount higher than the amount of the Bid.   General Bids must be accompanied by a copy of the Contractor’s Certificate of Eligibility, an Update Statement, Certification of Payment of Taxes, Non-Collusion Affidavit, Certificate of Authority, Certification of Good Faith.
4. Filed sub-bids in the category of Electrical must be accompanied by a copy of the Contractor’s Certificate of Eligibility for the category of work of the Sub-bid, an Update Statement, Certificate of Authority, Certificate of Good Faith, Certification of Payment of Taxes and Non-Collusion Affidavit.
5. THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. All Bids shall be submitted online at www.biddocs.com and received no later than the date and time specified.
6. Bids for the Sub-bid Contract will be received online prior to 1:00 P.M. on Wednesday, November 20, 2024, and publicly opened online, forthwith.
7. Bid for the General Contract will be received online prior to 1:00 P.M. on Wednesday, November 27, 2024, and publicly opened online, forthwith.
8. Each bid shall be accompanied by a bid bond, or cash, or certified check on, or treasurer’s or cashier’s check issued by a responsible bank or trust company, payable to the Town of Oak Bluffs, Oak Bluffs, Massachusetts, in the amount of five percent (5%) of the bid amount.  Bid Bonds shall be T-Listed; Surety company(ies) shall be listed in the U.S. Treasury Department Circular 570, most recent edition, as amended.
9. Plans and Specifications will be available on November 6, 2024.  Bid Forms and Contract Documents will be available for review and can be downloaded electronically (at no cost) via www.biddocs.com .  Bid Docs Project # D24-JCPG.
10. A Pre-Bid Conference shall be held at the 50 Tradewinds Road Oak Bluffs, MA 02557 on November 13, 2024 at 2:30 P.M. at which time the job site shall be made available for inspection. A representative from the Town of Oak Bluffs and BLW Engineers will be there to walk you through the site.
11. The documents, including the Sub-Bid Form or General Bid Form, Bid Deposit, Certificate of Eligibility, and Update Statement, Certification of Payment of Taxes, Non-Collusion Affidavit, Certificate of Authority, Certification of Good Faith are to be uploaded electronically at www.biddocs.com prior to the date and time specified within.
12. The successful General Bidder will be required to furnish a performance bond, and also a labor and materials payment bond as set forth in the specifications; each bond executed in the full amount of the Contract Price.  Performance and labor and materials payment bonds shall be T-Listed; Surety Company(ies) shall be listed in the U.S. Treasury Department Circular 570, most recent edition, as amended.
13. The Awarding Authority reserves the right to reject any or all bids if it be in the public interest to do so.  All bids will remain subject to acceptance for thirty days after the day of the Bid opening, but the Awarding Authority may, in its sole discretion, release any bid and return any Bid Security before that date.
14. Prevailing wages are to be paid on the work of the project in accordance with the Schedules issued by the Massachusetts Commissioner of Labor and Industries of which are contained in the Contract Documents are made part of the Contract.  Additional copies of the schedule are available from the Awarding Authority upon request.
15. No bid shall be withdrawn for a period of thirty (30) days, Saturdays, Sundays and legal holidays excluded, after receipt of award, without written consent by the Awarding Authority.
16. The Town of Oak Bluffs is exempt from sales tax, for which reason, bidders should not include sales tax in figuring or in reference to any bid.

General Contract will be received online prior to 1:00 P.M. on Wednesday, November 27, 2024, and publicly opened online, forthwith.
