I-1. Statement of the Project

 The Pennsylvania Office of Attorney General (OAG) is issuing this Invitation for Bid (IFB) to

procure thirty (30) Geissele rifle upper receivers and accessories. These specifications and

quantities below are set forth in this statement of work as for all related products and

services. This is a no substitute IFB for the items listed.

I-3. Manufacturer Authorization

 If the Offeror submitting a response to this IFB and is not the original manufacturer of the

equipment being provided, the Offeror must submit a Manufacturers Authorization Letter

which clearly states the Offeror is authorized to provide the OEM’s equipment and services

required by this IFB. The Manufacturers Authorization Letter must reference IFB

6100065558, OAG Geissele Rifle Upper Receivers and Accessories.

I-4. Federal and State License Required

 All bidders must be authorized to sell to Pennsylvania law enforcement and must have all

required state and federal licensure necessary to sell firearms. A copy of all required state and

federal licenses shall be attached to the bid. If these documents are not included with the bid, OAG

shall request the documents and the bidder shall have three (3) business days to provide

this documentation. Result of a failure to provide this documentation will result in the

disqualification of the bidder.

I-5. Terms of Contract

• The contract shall begin upon issuance of a purchase order and be valid for (1) year from that

date. The OAG may request to renew the purchase order for an additional four (4) annual terms,

upon agreement with the vendor. The vendor may, at the time of the renewal, request an

escalation in price, not to exceed 3%.

I-6. Iran Free Procurement Certification & Disclosure

• Prior to entering a contract worth at least $1,000,000 or more with a Commonwealth entity, a

bidder must: a) certify it is not on the current list of persons engaged in investment activities in Iran

created by the Pennsylvania Department of General Services (“DGS”) pursuant to Section 3503 of the

Procurement Code and is eligible to contract with the Commonwealth under Sections 3501-3506 of

the Procurement Code; or b) demonstrate it has received an exception from the certification

requirement for that solicitation or contract pursuant to Section 3503(e). All bidders must complete

and return the Iran Free Procurement Certification form, which is attached hereto and made part of

this IFB. The completed and signed Iran Free Procurement Certification form must be submitted with

the Bid Response.

I-7. Delivery Location
