Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.



The USDA, Agricultural Research Service in Charleston, SC requires Operation and Maintenance Support Services.



In accordance with the procedures in FAR Part 5 and 12, this Request for Quote (RFQ), number 1232SA25Q0541, is available through electronic commerce via the System for Award Management (SAM) at www.sam.gov. This RFQ is being issued under the North American Industry Classification System (NAICS) Code 561210- Facilities Support Services. The applicable small business size standard is $47M.



The resulting contract is a combination Firm Fixed Price (FFP) and Indefinite Delivery/Indefinite Quantity Service type contract for 1-year from the time of award.



The resulting award will include two (2) Contract Line Items (CLINs) as listed below:



CLIN 0001 – Routine Operations & Maintenance Services in accordance with the Performance Work Statement (PWS). Quantity: 12, Unit of Issue: Months, FFP



CLIN 0002 – Additional Work Order - Operations & Maintenance Services in accordance with the Performance Work Statement (PWS). The CLIN will be awarded with a not to exceed limit therefore not separately priced. Fully burdened labor rates shall be used for pricing Task Orders for additional work issued against CLIN 0002 during the ordering period. The Government does not guarantee a specific volume of additional work/hours.



This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-04 dated June 11, 2025. Please refer to the attachments section for additional information.



Vendors are required to be active and registered in the System for Award Management at www.sam.gov when submitting a quote and at time of award (FAR 52.204-7(b)(1).



A site visit is scheduled for August 27, 2025, 10:00 AM Eastern Time. Vendors interested in attending the site visit must notify the Contracting Officer at osvaldo.rodriguez@usda.gov by 10:00 A.M. Eastern Time on August 25, 2025, to be added to the approved list.



The final day for question submissions is August 28, 2025, 10:00 AM Eastern Time. Questions must be submitted electronically, e-mailed to osvaldo.rodriguez@usda.gov.



Quotes are due no later than September 3, 2025, 10:00 AM Eastern Time. Quotes must be submitted electronically, e-mailed to osvaldo.rodriguez@usda.gov; no faxed or hard copy quotes are allowed.
