NYS Audio Visual Creston Upgrades

The NYS Division of Homeland Security and Emergency Services (DHSES) is seeking one vendor to provide Audio Visual Upgrades to our current Creston System which is over 22 years old. The current Creston System is located at the Harriman Campus, 1220 Washington Ave, Albany NY, Building 22 - Emergency Operation Center (EOC) which operates 24/7. Since EOC is an emergency response division, the transition to the upgraded Creston System must be a fluid connection while maintaining full functionality at all times.

SOW

The awarded vendor shall include products, installation, and maintenance support for one full year, to be identified in an all-inclusive budgetary quote. A list of preferred products is attached (excel / budgetary quote), however, the bidder may include additional products or services in your bid submission.

Mandatory Requirements

The bidder must have a main/satellite office with a 45 minute arrival response time to DHSES EOC.

The bidder must have over five (5) years in their current business structure.

The bidder must have current status under the NYS OGS Information Technology Umbrella Contract - Manufacturer Based (73600/22802) as a primary contractor / authorized reseller offering Creston products.

Evaluation

Recommend to include your firm's experience, three (3) past projects or emergency maintenance call with three references from a NYS Emergency Response Agency(s) of similar size, and an explanation how your submitted budgetary quote pricing is less than other prior pricing to an other agency.

Award

DHSES intends to award this solicitation to one (1) responsive, qualified best value vendor with the highest composite score, weighted 70% technical, 30% cost.

DHSES reserves the right to: award one (1) contract pursuant to this solicitation, or to not award/cancel this solicitation; seek clarifications and revisions of best value proposal; amend the scope of work prior to bid opening; waive any requirements that are not material; negotiate with the successful proposer within the scope of work in the best interests of the State; in the event of unsuccessful negotiations with the 1 ^st highest composite score vendor, then DHSES reserves the right to conduct contract negotiations with the 2nd highest scored vendor…etc..; clarify and/or correct mathematical errors assuring a full and complete understanding of scope requirements of the vendor's proposal and/or to determine a vendor's compliance with the requirements of the solicitation.

Submission package

Each submission must be complete to be deemed responsive. Incomplete submissions may be deemed non-responsive.

Submitted bids must include the following addressed documents to be deemed a responsive: Excel spreadsheet - All Inclusive Pricing (with all fees) / Budgetary Quote; Appendix A, current proof of Workers Compensation / proof of Disability Insurance, and Procurement Lobbying Form.

Proof of DHSES' tax exemption will be provided to the awardee. Bidders must accept a NYS issued Purchase Order for payment.

A tentative, optional site visit is offered; tentative scheduled date is noon, 08/22/2025. A firm date will be posted to this advertisement by 08/21/2025.
