NYARNG Notice of Intent to Sole Source Raw Subsistence

This is not a request for quote; this is a notice of the United States Property and Fiscal Officer for New York’s (USPFO-NY) intent to award a firm fixed price purchase order on a sole source basis to Valley Foods, Inc. pursuant to FAR 6.302-5(a)(2)(i), A statute expressly authorizes or requires that the acquisition be made through another agency or from a specified source. Statute : FTIG 30-22.

Items purchased will be:

Raw Subsistence for soldiers training at Fort Indiantown Gap PA.

Per FTIG 30-22 (1-2a), "This regulation applies to military, non-Department of Defense (DOD) agencies, Commonwealth of Pennsylvania (State) agencies, and civilian organizations that do not have the capability to prepare and serve meals to their members. Units/organizations that have food service personnel/section assigned to the organization will draw unprepared subsistence from the Troop Issue Subsistence Activity (Valley Foods), 717-865-7901, at Fort Indiantown Gap and prepare meals in a dining facility assigned to the unit/organization." This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interests and capability statement to Johanna Goman at johanna.a.goman.civ@army.mil. All responsible sources may submit a quotation and technical capabilities, which, if received within 7 calendar days of publication of this notice, shall be considered by the USPFO-NY. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
