IN ACCORDANCE WITH N.J.S.A. 52:32-2, THIS PROJECT SHALL BE BID AS A SINGLE BID (LUMP
SUM ALL TRADES). BIDDER ITSELF MUST BE CLASSIFIED IN THE FOLLOWING TRADE(S) OR IT
MUST NAME SUBCONTRACTOR(S) FOR THE FOLLOWING TRADE(S):

Failure to list all of the required DPMC Classified sub-contractors will render the bid non-responsive.

Paper bids WILL NOT be accepted for this procurement. Bid Proposals will be received from
Bidders electronically ONLY via the Bid Express service until 2:00 P.M. on September 3, 2026, at
which time the bid proposals submitted will be publicly opened and read in the DPMC Offices,
Division of Property Management & Construction, 33 West State Street, 9th Floor, Trenton, NJ 08608.

Bidders must be classified by the Division under N.J.S.A. 52:35-1 et seq and must submit bid security
as provided in Instructions to Bidders and General Conditions, Revised March 2026. No Bidder may
withdraw its bid for 60 calendar days after the opening. The State may reject any and all bids in
accordance with applicable law.
Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-
7.2:
* THE MINORITY PERCENTAGE GOAL REQUIREMENT FOR THIS CONTRACT IS 27%
PER SKILLED CRAFT.
* THE FEMALE PERCENTAGE GOAL REQUIREMENT FOR THIS CONTRACT IS 6.9%
PER SKILLED CRAFT.
