NS.20509.000 RFP to Operate the Pine Belt Regional Landfill & Authority Transfer Stations #20214

Sealed proposals for Solid Waste Management Services are hereby requested by the Pine Belt Regional Solid Waste Management Authority. The services for which proposals are requested include operating the Pine Belt Regional Landfill, operating three transfer stations and transporting solid waste from the transfer stations to the Pine Belt Regional Landfill. One or more contractors may be awarded contracts for the services requested. Copies of the proposal package including proposal forms, general conditions and technical specifications may be procured online at www.neel-schafferplans.com . Offerors are required to log-in or register for an account at www.neel-schafferplans.com to view and order proposal documents. All prospective offerors are required to have a valid email address for registration. Prospective offerors must be registered on the online plan holder list in order to submit a proposal.

A pre-proposal conference will be held on May 19, 2026, at 10:00 a.m. for those Offerors who wish to propose to operate the Authority’s landfill, transfer stations, or transportation services. The pre-proposal conference will be held at the Administration Building at the Pine Belt Regional Landfill. Those Offerors who wish to propose to operate the landfill, Authority transfer stations, or transportation services are encouraged to have a representative present at the pre-proposal conference.

Proposals for the requested services will be received until 2:00 p.m. on the 3rd day of June, 2026. No late proposals will be accepted. Offerors should submit one (1) original and six (6) copies of the proposal documents in a sealed envelope marked "Proposal to Provide Solid Waste Management Services to the Pine Belt Regional Solid Waste Management Authority.” Proposals must be submitted to Mr. Tony Harrison, Executive Director at the address below.
