NRCS Missiouri 2024 Mercedes Van Upfit/Modification

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

Request for Quote (RFQ) 12FPC125Q0009 is assigned to this requirement. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-02. This requirement is set-aside for small business under NAICs code 811121 with a size standard of $8M in annual receipts.

Quotes are being solicited on a firm-fixed-price (FFP) basis for upfit/modification for US Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) Missouri State Office 2024 Mercedes Sprinter Van from its original state to a mobile office. All work shall be accomplished in accordance with the attached Request for Quote and Statement of Work (SOW). The Period of Performance is estimated as beginning on the date of award. The Government desires completion of services by 31 May 2025. Interested parties should propose realistic delivery date as part of the quote.

Quotes must include one (1) Firm-Fixed Price (FFP) for supplies and services required to upfit/modify the van to a fully functional condition as a mobile office and one (1) FFP for towing to and one (1) FFP for towing from the awardee’s facility. The truck is currently located at USDA NRCS Missouri State Office, 601 Business Loop, 70 West, Columbia, MO 65203.

Quotes are due 21 January 2025, 12:00 pm, EST. Quotes received after this date and time will be considered late and will not be considered.

FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (Sep 2023) applies to this requirement and is tailored as follows: Quotes may be submitted on company letterhead and include FFP for all supplies and services specified by the SOW, excluding all federal, state, and local taxes. Government will provide tax exempt certificate upon request.

FAR 52.212-2, Evaluation-Commercial Products and Commercial Services (Nov 2021) applies to this requirement and is tailored as follows: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. Award will be based on the basis of Lowest Price, Technically Acceptable (LPTA). LPTA criteria is specified in Sections L and M of the attached RFQ.

USDA will immediately evaluate quotes to identify the lowest overall quote. Only the lowest quote will be subjected to technical evaluation. If the lowest quote is determined to be technically acceptable, only the lowest quote will be analyzed for price reasonableness.
