I. Overview and Schedule
A. Purpose
The City of Neosho invites proposals from qualified firms to assess, modernize, and merge the
Police Department’s existing written directives, forms, procedures, employee evaluations,
disciplinary rules and procedures, and other areas to ensure compliance with CALEA (or similar)
accreditation standards and recognized law-enforcement best practices.
Additionally, vendors will provide project plans, benchmarks, training, and sustainability plans
for the drafting and implementation of the new department policies and procedures. The plan
should include training, if any, to be provided on how the department policies, disciplinary
actions, investigations, evaluations, etc. are to be used in conjunction with the vendor’s drafted
written directives for the agency.
The Neosho Police Department is interested in updating our written directives and procedures to
best practices and working with a vendor to deliver the training to our supervisors and staff on
implementation and delivery. Our goal is to establish a long-term and lasting relationship with
the vendor to ensure that our written directives are with best practices and situates our agency on
the best foot moving forward toward accreditation, whether it be CALEA or some other
accrediting body.
Examples of some of the agency specific policies where Neosho Police Department seek
individualized treatment are (but not limited to):
• Recruitment and hiring prioritizing the hiring of personnel from the City of Neosho, and
Newton County Missouri.
• The process for selection, vetting, and hiring for all sworn and non sworn with in the
agency, to include forms for the management of said process.
• Take home car policy for individuals subject to callouts or residing within 25 miles of the
city limits.
• Career Development strategy for all members of the agency.
• Performance Evaluations and included forms.
• Officer Health and Wellness program which includes mental and physical health, stress
monitory, peer coaching, access to mental health professionals, and financial health and
planning, as well as others to address a wholistic approach to officer wellness.
• De-escalation protocols when appropriate given the nature of the call.
• Use of Force in compliance with Missouri Law.

o Less Lethal Shotguns deployment and use
o Discharging of firearms
o Use of chokeholds only in deadly force situations
• Positional Asphyxia
• Code of Conduct with examples of acceptable and unacceptable conduct.
o Requirement of duty to intervene and report when agency member violates a
department written directive or code of conduct.
• Disciplinary system and protocols for officers who fail to meet the performance or
conduct objectives of the agency.
• Internal affairs protocol in compliance with the Missouri Bill of Rights.
o To include checklists, forms, Garity Warnings, and internal auditing and
compliance standards.
• Mechanism for holding police department staff accountable for violation department
written directives or code of conduct.
• Continuing education requirement in compliance with Missouri statute.
• Searches of persons in situations such as reasonable articulation suspicion, formal arrests,
when strip searches are authorized, etc.
• Body worn camera policy which also serves to protect the privacy of certain classes of
victims.
• Drone FAA compliant policy
• And other policies which may be reflected in current written directives of the Neosho
Police Department.
B. Background
The Neosho Police Department currently has 21 sworn police officers, and 4 civilian personnel.
The department is subject to state auditors for financial record keeping as well as Missouri
P.O.S.T. standards. The Neosho Police Department seeks to enhance professionalism,
transparency, and accountability through modernized policies aligned with CALEA or similar
accrediting bodies, while still maintaining our policing standards for our Neosho Citizens.
The police department has recently hired a new chief of police. The agency seeks to update
policies which were acquired in 2008 by Van Meter and Associates, Inc. out of Ohio. The
agency’s policies have not been updated since 2008, however about a dozen or so additions to
the policy have been made in memorandum form. At the time the policies and procedures were
acquired from Van Meter and Associates, Inc., the vendor provided training, compliance, forms,
etc. for the effective use of their model policy for the Neosho Police Department. Since that
time, the culture, training, and effectiveness of the policy was lost due to attrition within the
ranks. The agency seeks to create a new culture which will provide sustainability of professional
conduct, review, and best practices by agency members well into the future.
