NOTICE OF SINGLE SOURCE TO THE PUBLIC
Shelby County Government has identified a single source purchase for the goods/services as
listed below. This notice is not a request for bid, proposal, or qualifications.
Single Source – Shelby Connect Broadband Signup
The identified vendor will:
1. Must have experience with Shelby County Government (as a registered vendor) and
community-based organizations or nonprofits.
2. Work with Shelby County Nonprofit Committee members to help accomplish project
goals.
3. Target neighborhoods in Shelby County with low broadband connections.
4. Must be willing to train other nonprofits partners with marketing kits and coordinated
sign-up events.
5. Develop marketing and training materials for nonprofits partners for Affordable
Connectivity Program promotions.
6. Meeting spaces, equipment (including tablets or laptops), and other resources as
necessary to help with outreach and tying in participation.
7. Offer digital literacy skill courses to interested participants.
8. Must collect data and feedback.
9. Add and supervise staff to liaise with larger network of nonprofits, training, device
provider, and inventory management.
10. Must explore partnerships with online service providers (ex: healthcare, telehealth
initiatives).
Procurement Timing/Deadlines:
1. Nonprofit Network Pilot conducted May – December 2024
2. Partner and train nonprofit partners May – December 2024
3. Affordable Connectivity Program promotion and sign-up conducted May-December 2024
4. Nonprofit Network Scale Up conducted January – December 2025
5. Digital literacy courses and online services providers conducted January – December
2024

sherry.money@shelbycountytn.gov.
In accordance with Shelby County’s Purchasing policy, notice of single source will be posted on
the County’s website for seven (7) days prior to award.
Notice expires on January 12, 2024 at 2:30 p.m.
