NOTICE TO CONTRACTORS

OFFICE OF CITY CLERK

HAYS, KANSAS

November 6, 2025

The City of Hays invites your firm to submit a written proposal to provide Engineering Services related to

the design of water system improvement in Hays, KS.

Sealed bids will be received by the City of Hays, Kansas, at 1507 Main Street at the office of the City Clerk,

City Hall, until 3:00 P.M., Prevailing Time December 16, 2025, for engineering services of the City of Hays,

2026 Waterline Improvements Design Engineering Services, COH Project No. 2026-01.

At said time and place, and promptly thereafter, all Proposals that have been duly received will be publicly

opened and read aloud.

Each bid shall be accompanied by a cashier's check, a certified check or a bid bond, payable to the City of

Hays, Kansas, in an amount not less than five percent (5%) of the total amount of the bid.

All interested bidders requesting plans reach out to Tom Howie at thowie@haysusa.com. A pre-proposal

conference will be held on December 4, 2025 at 1:30pm, in the Public Works Conference Room, 1002 Vine

Street, Hays, KS. There will be an option for a Teams Meeting of which the login will be provided to

interested parties.

City of Hays reserves the right to reject or accept any and all bids/proposals, to waive any irregularities in

such bids/proposals, and to accept such bids/proposals that are the most responsive and best suits the

City of Hays.

No bid shall be withdrawn for a period of 45 (forty-five) days subsequent to the opening of bids without the

written consent of the City of Hays, Kansas.
