NOTICE TO CONTRACTORS:
Sealed bids will be received by Mobile Bay National Estuary Program (MBNEP), Attention Roberta Swann, 118 North Royal St. Suite 601, Mobile, AL 36602 until October 25, 2024, at 2:00 PM (CDT), for:
Lower Fish River Restoration Phase II- Schoolhouse Branch & Magnolia Bluffs
Baldwin County, Alabama
at which time and place they will be publicly opened and read. A cashier’s check or bid bond payable to Mobile Bay National Estuary Program in an amount not less than five (5) percent of the amount of the bid, but in no event more than $10,000, must accompany the bidder’s proposal. Performance and Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the Contract.
The work includes Lower Fish River Restoration Phase II (LFRW II). LFRW II Project 1 - The restoration and rehabilitation of approximately 3,131 linear feet of perennial stream on Schoolhouse Branch, Baldwin County, Alabama (Volkert Inc.) and LFRW II Project 2 - four non-contiguous bluffs on the Magnolia River totaling 900 linear feet (Goodwyn Mills Cawood). A single contract for proposed LFRW Phase II will be awarded to the lowest qualified bidder. In addition to stream restoration and stabilization LFRW II will include selective clearing, grubbing, excavation, grading, installing stream level structures, installation and maintenance of erosion control, and emergent and riparian planting and landscaping. Stream level structures include log sills, rock j-hooks, log drop structures, and constructed boulder riffles. Floodplain structures include log sills and vegetated riprap. Erosion control includes mulch, coconut coir fiber matting, temporary seeding, and bypass pumping. Planting and landscaping include installation of both wetland and upland seed mixes, live staking, bare root planting, and plugs. stream channel and floodplain.

A Mandatory Pre-Bid Meeting will be conducted
on October
17, 2024, at 10:00 AM (CDT) at the Magnolia Springs Town Office located at 12191 Magnolia Springs Hwy, Magnolia Springs, AL 36555. A site visit shall be conducted immediately following the meeting. Bidders not in attendance at the Pre-Bid Meeting will not be allowed to submit a bid for construction of the project.
