NOTICE TO BIDDERS is hereby given that sealed Bids are invited and will be received as set forth herein.
OWNER: Town of Harrison, Hudson County, New Jersey
PROJECT TITLE: Various Streets -- 2024 – Washington Street and Hamilton Street, Alternate A – Route 280 Service
Road and No. 2nd Street
GENERAL DESCRIPTION OF PROJECT: The project entails the milling and resurfacing of Washington and
Hamilton Streets with Alternate A – Route 280 Service Road and No. 2nd Street. The work shall also include the
replacement of handicap curb ramps, curb, deteriorated sidewalk, minor base repair at directed locations and catch
basin reconstruction within the project limits.

EXAMINATION OF CONTRACT DOCUMENTS:
Contract Documents may be examined Monday through Friday, except legal holiday, from 9:00AM to 4:00PM, only at
the office of the Town Clerk at the address set forth above.
OBTAINING CONTRACT DOCUMENTS:
Contract Documents may be obtained electronically or from the office of the Town Clerk or hardcopies may be picked
up at the address and hours set forth above. Hard copies require a payment of Fifty dollars ($50.00 Cost in Cash or
Check) for each set of Contract Documents. No refunds will be made.
BID SECURITY:
Bid Security is required in an amount of not less than ten percent (10%) of the total amount of the Bid, but not in
excess of Twenty Thousand Dollars ($20,000.00)
CONSENT OF SURETY:
Certificate from a Surety Company is required indicating consent to be bound as surety and guarantor for
performance required under the Contract Documents.
BID SUBMISSION PROCEDURES:
Bids must be submitted on the Bid Form contained in the Contract Documents and must be enclosed in a sealed
envelope plainly marked on the outside with the name of project and the name and address of the Bidder. The Bid
must be delivered to the Owner prior to Bid opening at the above address for submitting Bids. Bids will not be
accepted after Thursday, February 12, 2026, at 2:00 p.m.
CONTRACTOR REGISTRATION:
No contractor shall bid on any contract for public work unless the contractor is registered pursuant to The Public
Works Contractor Registration Act. (N.J.S.A. 34:11-56.48 et seq.) Additionally, no contractor shall list a subcontractor
in a bid proposal for the contract unless the subcontractor is registered at the time the bid is
made.

STATUTORY REQUIREMENTS:
Bidders are required to comply with the requirements of P.L. 1975, c. 127(NJAC 17:27) (Affirmative Action), and the
requirements of P.L. 1963, c. 150 (Prevailing Wage), and the requirements of N.J.S.A. 10:2-1, et.seq., and the
requirements of the Contract Documents.
REJECTION OF BIDS:
The Town of Harrison reserves the right to reject any or all bids which fall under certain circumstances pursuant to
N.J.S.A. 40A:11-13.2, or to waive any minor informalities or non-material exceptions in a bid where such is not
detrimental to the best interest of the Town of Harrison and fairness of the bidding process. The right is also reserved
to increase or decrease the quantities specified in the manner designated in the Contract Documents.
