NOTICE TO BIDDERS
SALUDA COUNTY AIRPORT
HANGAR EXPANSION PROJECT
The COUNTY of SALUDA will receive sealed proposals for the HANGAR EXPANSION PROJECT at the
Saluda County Airport, FAA AIG Project No. 3-45-0050-016-2025. Proposals will be received by
Saluda County, Attn: Penny C. Clary, 400 West Highland Street, Saluda, South Carolina 29138 until
11:00 A.M. on, June 4, 2026 at which time and place bids will be publicly opened and read aloud.
Bids received after the stated time will not be accepted.
SCOPE OF WORK
The project will include the expansion of the current THangar complex by adding two additional
hangars and associated apron pavement. All new hangars will match the dimensions and layout of
the existing structures to ensure a cohesive facility design. An existing quonset hut and its
associated pavement will either be demolished or removed. Prior to any action, the structure will be
assessed to determine its condition and to provide a recommendation. The new pavement will be
designed to accommodate the expanded footprint and will connect seamlessly to the existing
pavement. Some drainage structures will also be removed, relocated, and added as part of the
improvements.
PREBID CONFERENCE
A NON-MANDATORY Pre-Bid Conference will be held at 11:00 A.M. on May 20, 2026 at the Saluda
County Airport, 180 Saluda Airport Road, Saluda, SC, in the maintenance hangar, after which a site
visit to the Airport will be offered for all attendees. This meeting will also be available via Microsoft
Teams for those that would like to join via online video conference. Attendance in person by Prime
Contractors is NOT required to bid on this project but is recommended. The purpose of the
conference is to highlight the Project and explain pertinent FAA regulations as well as the Airport's
safety, security, and procurement processes.
BIDDING REQUIREMENTS
Bid security in the form of a bid bond, made payable to the County of Saluda, South Carolina, equal
to 5% of the total bid is required. Contract security in the form of 100% Performance and Payment
Bonds will be required.

No bid may be withdrawn after closing time for the receipt of proposals for a period of one hundred
twenty (120) days. A Notice-of-Award for the Contract will be issued once a successful bidder has
been determined and funding and permits have been secured.

This project is funded under provisions of the Airport and Airway Safety and Capacity Act of 1987.
Certain mandatory federal requirements apply to this solicitation and will be made a part of any
contract awarded:
(a) Presidents Executive Order No. 11246 as amended by 29 CFR Part 30 and 41 CFR Part 60.
(b) Davis Bacon and Related Acts, 29 CFR Parts 1, 3 and 5.
(c) Copeland Act, 29 CFR Part 3.
(d) Contact Work Hours and Safety Standards Act.
(e) Title VI of Civil Rights Act of 1964.
(f) Disadvantage Business Enterprises (DBE) participation will be required as described in 49
CFR Part 23 and Part 26 and all pertinent amendments. The DBE goal for this project has
been established to be 0%.
The County of Saluda, South Carolina (the Owner) reserves the right to waive any informalities or

irregularities in the bids received, to negotiate certain or all contract bid items, to reject any or all
bids and to award or refrain from awarding the contract for the work, whichever is deemed to be in
the Owner's best interests.
