Notification of Intent to Award
After responses are evaluated, a Notification of Intent to Award (NOIA) and bid tabulation will be sent via email of the Waukee CSD’s decision to all Bidders.

Bids are due May 19, 2029 at 2:00 PM CST . Bids shall be submitted electronically via email to jjanssen@waukeeschools.org as outlined below, prior to the Bid deadline. Bids should be signed by an authorized individual to bind the firm, and shall be valid for at least sixty (60) days.

WCSD-25-033 Parking Lot Striping and Pavement Marking
1. Request for Bid
The Waukee Community School District is seeking a qualified Bidder to provide lot
sweeping and line striping and painting work to be done at the District parking lots.
1.1 Please complete and include the following in the Bid:
1.1.1 Complete Attachment A - Pricing Form. (Bids should include all goods and
services necessary to complete the services).
1.1.2 Attachment B- Bid Certification Form.
1.1.3 Attachment C - Conflict of Interest Form.
1.1.4 Attachment D - Insurance Requirements
1.1.5 Attachment E - Sex Offender Acknowledgement Form
1.1.6 Provide a sample contract.
1.2 Waukee CSD intends to Award one bidder.
1.3 Definitions
For the purposes of this RFB and the resulting contract, the following terms shall
mean:
"District" means Waukee Community School District (or Waukee CSD) that is
issuing the RFB and shall utilize and purchase the services of the selected
Respondent.
"Contract" means the Contractual Agreement(s) entered into with the successful
Respondent(s).
"Contractor" means the awarded Respondent(s) to provide the contractual
services agreed upon.
"Deliverable" means the completion of a milestone or accomplishment of a task.
"General Terms and Conditions" means the General Terms and Conditions for
Services Contracts.
"Bid" means the Bidder's Bid submitted in response to the RFB.

"Bidder" means the company, organization or other business entity submitting a
proposal in response to this RFB.
"Responsible Bidder" means a Bidder that has the capability in all material
respects to perform the scope of work and specifications of the Contract. In
determining whether a Bidder is a Responsible Bidder, the District may consider
various factors including, but not limited to, the Bidder's competence and
qualifications to provide the goods or services requested, the Bidder's integrity
and reliability, the past performance of the Bidder's and the best interest of the
Agency and the State.
"Responsive Bid" means a Bid that complies with the material provisions of this
RFB.
"RFB" means this Request for Bids and any attachments, exhibits, schedules or
addenda hereto.
2. Contract Term
Final award is contingent upon approval by the Waukee CSD Board of Education and the
District's legal counsel.
After selection, Waukee CSD will meet with the Bidder for the purpose of negotiating an
Agreement that is acceptable to both parties. In the event that the parties do not
achieve an acceptable agreement, Waukee CSD reserves the right, at its sole discretion,
to negotiate with other Bidders. Should the above process not result in a contract,
Waukee CSD will re-evaluate relevant issues and take appropriate follow-up action.
The initial contract term shall be One (1) years, beginning on June 1, 2026 and ending
on May 31, 2027, with an option for up to three (3) one-year renewals by mutual
agreement.

3.6 Public Records and Requests for Confidential Treatment
Waukee CSD shall treat all information submitted by Bidder as public records
unless the Bidder properly requests that specific parts of the Bid be treated as
confidential at the time of submitting the Bid AND the information is confidential
under Iowa or other applicable law. Waukee CSD's release of public records is
governed by Iowa Code Chapter 22. Bidders are encouraged to familiarize
themselves with Chapter 22 before submitting a Bid. Waukee CSD will copy and
produce public records as required to comply with Chapter 22 or other applicable
laws.
3.7 No Minimum Guaranteed
Waukee CSD anticipates that the awarded Bidder will provide services as
requested by Waukee CSD. Waukee CSD will not guarantee any minimum
compensation will be paid to the Respondent or any minimum usage of the
Bidders services.

4. Scope of Work
Bidder shall:
4.1 Overview
The Waukee Community School District (District) seeks a qualified Bidder to
provide line striping and pavement marking services compliant with ADA
requirements for District parking lots. Existing striping and curbing shall be
re-striped and re-painted.
4.2 Locations
4.2.1 Attachment A - Pricing identifies all District properties covered under this
Contract.
4.2.2 The District reserves the right to add or remove locations during the
Contract term. Added locations shall be subject to the same pricing.
4.3 Service Specifications
Bids shall meet or exceed the following minimum specifications:
Traffic control and protection
Pavement markings including traffic lanes, parking stalls, ADA areas,
crosswalks, and symbols
Removal of existing pavement markings
4.4 Product Specifications
4.4.1 Bidder shall provide Director of Operations approved manufacturer
product data and application instructions.
4.4.2 Dispose of all excess materials, paint, solvents, and waste off-site using
Bidder-provided containers.
4.5. Labor, Materials, and Equipment
4.5.1 Provide all labor, materials, equipment, tools, permits, surface
preparation, protection, and cleanup necessary to complete each work
order.

4.5.2 Perform all work in accordance with work orders, manufacturer
specifications, and industry standards.
4.6. Equipment and Storage
4.6.1 Provide equipment necessary to perform the work.
4.6.2 Supply required tools and safety equipment.
4.6.3 Store materials and equipment only in designated areas and maintain
those areas free of waste and combustible materials.
4.6.4 Store outdoor materials off the ground, secured, and inaccessible to
students and staff.
4.6.5 Do not leave equipment or materials unattended.
4.7 Site Condition and Cleanup
If a site is left in a disorderly condition, Bidder shall return within 24 hours upon
request. The District may perform cleanup and deduct costs if the Bidder fails to
comply.
4.8 Site Review and Documentation
Upon completion, Bidder shall submit a detailed work summary and itemized
invoice.
4.9 Work Authorization
All work shall be authorized by a District-issued purchase order or work order.
4.10 Work Scheduling
4.10.1 Work shall be scheduled in advance and approved prior to
commencement.
4.10.2 Work shall begin after May 31, 2026, and be completed by August 1,
2026.

4.10.3 Bidder shall notify the District upon arrival and completion.
4.11 Work Hours
4.11.1 Work shall occur during standard District hours (Monday-Friday, 7:30
a.m.-11:00 p.m.) unless otherwise approved.
4.11.2 For as-needed services, Bidder shall respond within three working days.
Emergency requests will be communicated directly.
4.11.3 Overtime requires prior written approval and is defined as work outside
standard hours or exceeding eight hours per day.
4.11.4 Double time applies to federally recognized holidays with prior approval.
4.12 Site Preparation Requirements
4.12.1 The District will notify affected sites. Bidder shall report vehicles
obstructing work.
4.12.2 Bidder shall review each site for access and material quantities.
4.12.3 Sweep and remove debris from parking lots curb-to-curb and dispose of
off-site.
4.12.4 Remove existing markings by hydroblasting, waterblasting, or
overpainting.

4.12.5 Striping Requirements
Continuous and stall striping:
Straight stalls (90 degrees): 4-inch lines
Angled stalls (45 degrees/65 degrees): 4-inch lines
Parallel stalls
Road markings: 4-24-inch lines
Materials and methods:
Thermoplastic lines and symbols
MMA bike symbols
Polymer tape (temporary)
4.13 Work Rules and Site Safety Conditions
Waukee Community School District buildings have specific security and safety
policies and procedures established which shall be adhered to at all times, per
their instructions.
4.13.1 Bidder shall perform all work services in a safe and orderly manner and
shall protect all existing property and persons from damage and injury.
4.13.2 Bidder shall conduct all work operations in strict accordance with all
applicable local, State, Federal, OSHA safety law, statute, code and
regulations.
4.13.3 All labor, parts and materials shall be provided in accordance with the
American Society for Testing and Materials (ASTM) and the American
National Standards Institute (ANSI) and the City of Waukee building and
fire codes.
4.13.4 Bidder shall at its sole expense immediately correct any dangerous
condition caused by or as a result of the Bidder's work.
4.13.5 If any shutdown of services is required, Bidder shall contact the Waukee
CSD Operations Site Administrator prior to shutdown.

4.13.6 Bidder shall supply, install and remove all temporary safety and warning
signage, barricades and fencing at Work Service locations as necessary.
Signs and verbiage shall be preapproved by Waukee CSD Operations.
Signs shall be posted in sufficient quantities in advance to the locations of
scheduled work. (Twenty Four to Forty Eight) 24-48 hours.
Signage shall be removed immediately upon final completion of service
work at each location.
4.13.7 Bidder shall keep the site clean, and swept on a daily basis, or more often
if required to keep premises clean and safe. The Bidder shall remove all
materials, and debris from the work site on a daily basis.
4.13.8 Existing walks, driveways and parking areas are to be kept free and clean
at all times. Parking spaces should be arranged with the District. All
parking costs are the responsibility of the Bidder.
4.14 Hazardous Materials
4.14.1 Where the Bidder encounters suspected areas of hazardous materials
such as asbestos, Bidder shall immediately cease operations and notify
Waukee CSD Operations Site Administrator.
4.14.2 No work shall proceed until Waukee CSD Operations has the areas tested
and has initiated an approved method of neutralizing or removing the
hazard, as per E.P.A. requirements.
4.14.3 Bidder agrees to accept responsibility for notifying his or her employees
of any hazard which exists and to protect all personnel from the same,
holding harmless Waukee CSD, his or her employees, and the Designer
from any claims against them by the Bidder, his or her employees or third
parties.
4.14.4 Waukee CSD shall advise the Bidder of any verified hazards.
4.14.5 Waukee CSD will also advise the areas suspected as possible hazards.
4.14.6 If the Bidder is required to work in the suspected hazardous area (but not
in direct contact with the hazard), they will be required to accept
responsibility and cost for notifying and protecting his or her personnel as
though the area is contaminated.
