Notice is hereby given that sealed bids will be received by the Mayor and Council of the City of Long Branch for “ Fully Accessible ADA Boardwalk Extension and Fishing Pier Rebid in the City of Long Branch, Monmouth County, New Jersey” at the Municipal Building Second Floor Council Caucus Room, 344 Broadway, Long Branch, New Jersey at 10:30 a.m. prevailing time on Thursday, January 22, 2026, at which time they shall be opened and read aloud.

Work shall consist of furnishing all labor, materials, services, equipment, transportation, and all else necessary to do all work associated with the construction of ADA accessible pier and boardwalk extension, shown on the plan, together with miscellaneous related work materials.

The plans, specifications and other contract documents for the proposed work, prepared by Leon S. Avakian, Inc., Consulting Engineers, 788 Wayside Road, Neptune, NJ may be examined at the office of the Engineer during business hours.  Bidders may obtain one copy thereof upon proper notice and payment of a non-refundable charge of $150.00 to defray the cost thereof.  Checks shall be written to the order of Leon S. Avakian, Inc. for each set of documents.

A Prebid Meeting will be held on-site for Plan Holders at 10:00 a.m. prevailing time on Thursday, January 8, 2026 .  The meeting will commence onsite on the boardwalk at Laird Street Beach.   Attendance at this prebid meeting is not mandatory.

Bids must be made on the standard proposal form in a manner designated therein and required by the specifications.  They shall be enclosed in an opaque sealed envelope addressed to the Mayor and Council of the City of Long Branch, bearing on the outside the name of the bidder, his address and the name of the contract for which the bid is submitted.  Bids must be accompanied by a certificate from a surety company stating that it will provide the specified performance and maintenance bonds in the event that the contract is awarded to the bidder.

Each bid must be accompanied by a certified check, cashier's check, or bid bond for ten percent of the amount of the bid, not to exceed $20,000, drawn upon an incorporated bank or trust company, payable to the City of Long Branch, as guarantee that in case the contract is awarded the bidder, he will, within ten days thereafter execute such contract and furnish satisfactory performance bond.  Upon failure to do so, he shall forfeit the deposit as a partial satisfaction of liquidated damages, and the acceptance of the bid will be contingent upon fulfillment of this requirement by the bidder.  The checks of all bidders will be returned according to law.  No interest shall be allowed upon any such check.

The right is reserved to reject any or all bids or waive any informality where such informality is not detrimental to the best interest of the City of Long Branch.  The right is also reserved to increase or decrease the quantities specified in the manner designed in the specification.

Bidders are required to comply with the requirements of P.L. 1975, c,127., N.J.A.C. 17:27 (Affirmative Action), P.L. 1977, C-33 (Ownership Disclosure) and N.J.S.A.10:5-31et seq. the American Disabilities Act, and the conditions of the Boardwalk Preservation Fund.

The Contract shall be awarded, or all bids rejected, within sixty days from the receipt of bids or within such extensions of time as per­mitted by law.

The Mayor and Council reserve the right to reject any and all bids, or to waive informality of any bid.
