REQUEST FOR QUALIFICATIONS
FIRE AND EMS CONSULTANT - FEASIBILITY STUDY
The Collingswood Board of Commissioners is requesting qualifications for vendors to provide
Consulting Services for the evaluation and preparation of a Feasibility Study regarding Fire and
Emergency Medical Services (“EMS”) in the Borough of Collingswood, Camden County, New
Jersey. All proposals must be received prior to 10:00am on Thursday, March 12, 2026. The
Borough will not be responsible for late submissions and no proposals will be accepted after the
time stipulated on this notice.
The Request for Qualification (RFQ) package for this service is available by contacting the
Collingswood Municipal Clerk at Borough Hall, 678 Haddon Avenue, Collingswood, NJ 08108
during regular business hours Monday through Thursday (8:30 am to 4:30 pm). It is also posted
on the Borough’s website under “Bids, Requests for Qualifications (RFQs) and Requests for
Proposals (RFPs).”
The Borough has structured this procurement as a fair and open process pursuant to N.J.S.A.
40A:11-4.1(b)(4)(m) to assure that all Respondents are provided an opportunity to submit
Proposals and be considered for selection based on the evaluation criteria set forth in the RFQ.
Proposals will be received via hard copies submitted to the Municipal Clerk at Borough Hall, with
an address of 678 Haddon Ave, Collingswood, NJ 08108. One original and one copy of the
proposal must be enclosed in a sealed envelope bearing the name and address of the vendor on the
outside. Sealed proposals must also prominently display the project name “FIRE AND EMS
CONSULTANT - FEASABILITY STUDY” on the front of the envelope. Proposals must be
received by the Borough no later than 10:00am on Thursday, March 12, 2026.
In addition to full compliance with N.J.S.A. 19:44A-20.4 et. seq. (“Pay To Play”), individuals or
firms awarded contracts under these procedures will be required to comply with requirements of
the Law Against Discrimination, P.L. 1975, Ch. 127, N.J.S.A. 10:5-31, et seq., the Affirmative
Action Rules, N.J.A.C. 17:27-1.1, et seq, the Americans with Disabilities Act of 1990, 42 USC
§2101, et seq.

All documents/information submitted in response to this solicitation shall be available to the
general public as required by the New Jersey Open Public Records Act N.J.S.A. 47:1A-1 et seq.
The Borough reserves the right to accept or reject any or all proposals, to waive technical defects,
and make the award to the bidder most competent to serve the Borough’s requirements. The
Borough further reserves the right to make such investigations as it deems necessary as to the
qualifications of any and all respondents submitting proposals. In the event that all proposals are
rejected, the Borough reserves the right to re-solicit proposals.
OVERVIEW
PURPOSE
The Borough of Collingswood (“Borough”) hereby solicits Request for Qualifications (RFQ) from
experienced and qualified consulting firms or individuals (“Consultant”) to provide professional
consulting services for the evaluation, analysis, and preparation of a comprehensive feasibility
study regarding the Borough’s Emergency Medical Services (“EMS”) and Fire Services.
The Borough seeks to engage a Consultant with demonstrated expertise in fire and emergency
medical services operations, municipal Fire and EMS systems, and public safety consulting to
conduct a thorough and independent review of the Borough’s existing Fire and EMS program and
provide recommendations regarding the most effective, efficient, and financially sustainable
method for the Borough to deliver Fire and EMS services to Borough residents.
The purpose of this RFQ is to engage a qualified Consultant to conduct a comprehensive and
independent review of the Borough’s Fire and EMS operations, and to provide professional
recommendations to ensure the Borough provides the highest quality Fire and EMS services while
maintaining fiscal responsibility and aligning within municipal budget constraints.
SUBMISSION REQUIREMENTS
Consultants shall submit a Statement of Qualifications that includes a description of the firm or
individual, relevant qualifications and experience, resumes of personnel who will perform the
services, a description of the approach to conducting the feasibility study, and references from
municipal or governmental clients for whom similar services have been provided. Consultants
shall include a cost proposal and an estimated timeline they will need to complete the report.
EVALUATION
Submissions will be evaluated based upon the following criteria:
x Demonstrated experience in conducting Fire and EMS feasibility studies or similar public
safety consulting engagements
x Experience working with New Jersey municipalities or governmental entities
x Qualifications, training, and experience of the personnel assigned to the engagement
x Demonstrated understanding of municipal Fire and EMS operations, administration, and
financial structures
x References from prior municipal or governmental clients
x Ability to complete the feasibility study in a timely, thorough, and professional manner
The Borough reserves the right to request additional information, conduct interviews, and seek
clarification from any Consultant. The Borough shall select the Consultant deemed most qualified
to perform the services and reserves the right to negotiate fair and reasonable compensation with
the selected Consultant in accordance with applicable law.
SCOPE OF SERVICES
FEASIBILITY STUDY
The Borough is seeking a qualified Consultant to analyze the Borough’s current Fire and EMS
operations and develop recommendations for the Borough to consider for future implementation
through a feasibility study. The Consultant shall conduct a comprehensive review, analysis, and
evaluation of all aspects of the Borough’s Fire and EMS program, including administrative,
operational, financial, and service delivery components.
The Consultant shall engage with Borough officials, administrative staff, Fire and EMS personnel,
and other relevant stakeholders to obtain information necessary to perform a thorough and accurate
evaluation. This engagement may include meetings, interviews, and discussions with personnel,
officials, and residents.
The Consultant shall specifically assess the organizational structure, staffing levels, call volume,
deployment methods, response times, scheduling practices, billing and collection rates, equipment
and vehicle inventory, training standards, regulatory compliance, and overall operational
effectiveness of the Borough’s current Fire and EMS system. The Consultant shall also evaluate
the financial sustainability of the current Fire and EMS program and shall identify opportunities
for cost savings, including evaluating operational changes or alternative service delivery methods
such as privatization or shared services.
The Consultant shall present its findings and recommendations to the Borough’s governing body,
administrative officials, and public.
DELIVERABLE REQUIREMENTS
At minimum, the Consultant shall provide the following deliverables:
x A draft feasibility study report for Borough review and comment;
x A final written feasibility study report incorporating Borough feedback;
x An executive summary suitable for public presentation;
x A formal presentation of findings and recommendations to the Borough’s governing body,
administration, and the public.
All reports, studies, analyses, and work product prepared pursuant to this engagement shall become
the sole property of the Borough upon completion.
QUALIFICATIONS AND EXPERIENCE
Consultant shall have experience in evaluating fire and emergency medical services systems,
conducting Fire and EMS feasibility studies, and providing operational, financial, and
administrative consulting services to municipalities or governmental entities. The Consultant shall
also have experience and familiarity with applicable New Jersey laws, regulations, and standards
governing Fire and EMS operations. The Consultant’s submission shall include a description of
relevant prior experience, including feasibility studies, Fire and EMS operational assessments, or
similar engagements performed for municipalities or governmental entities, along with references
for such engagements. The Borough will give preference to Consultants with experience conducting
similar studies for New Jersey municipalities or agencies with comparable Fire and EMS systems.
TIMELINE
The timely delivery of services and completion of the study is a material consideration under this
Request for Qualifications. The Borough requires the feasibility study to be completed in an
efficient and timely manner in order to evaluate and implement any recommended changes to its
Fire and EMS program without delay.
Accordingly, each Consultant shall include a proposed timeline setting forth the anticipated
duration of the project in its submission. The timeline shall clearly state the total anticipated time
required to complete the study from the date of contract award through delivery of the final written
report and presentation of findings.
CONTRACT TERM
Any contract awarded pursuant to this RFQ shall commence upon approval by the Borough
governing body and execution of a written agreement and shall remain in effect until completion
and acceptance of the feasibility study and all required deliverables, unless earlier terminated in
accordance with the terms of the agreement.
REQUIREMENTS OF LAW
Any contract awarded pursuant to this RFQ shall be governed by and construed in accordance with
the laws of the State of New Jersey. The Borough and Consultant consent to the exclusive
jurisdiction and venue of the courts of the State of New Jersey.
The Consultant shall comply with all applicable federal, state, and local laws, including but not
limited to the Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq.; New Jersey Pay-to-Play
laws, N.J.S.A. 19:44A-20.4 et seq.; Business Registration requirements, N.J.S.A. 52:32-44; and
Affirmative Action requirements, N.J.S.A. 10:5-31 et seq.
INDEMNITY CLAUSE
The Consultant shall indemnify, defend, and hold harmless the Borough, its officers, officials,
employees, and agents from and against any and all claims, damages, losses, and expenses,
including reasonable attorneys’ fees, arising out of or resulting from the negligent acts, errors, or
omissions of the Consultant or its employees, agents, or subcontractors in the performance of
services under any contract awarded pursuant to this RFQ.
INSURANCE REQUIREMENTS
The Consultant shall maintain primary insurance to protect against all claims under Worker’s
Compensation, Comprehensive General Liability and Automobile. Proof of insurance shall be
required upon entering any contract.
GENERAL CONDITIONS
The Borough reserves the right to reject any or all submissions, waive any informalities or
irregularities, request additional information, and award a contract in the best interest of the
Borough. The Borough reserves the right to terminate any contract awarded pursuant to this RFQ
upon thirty (30) days’ written notice, or immediately for cause, including failure to perform
services in accordance with contract requirements.
The successful Consultant shall comply with all applicable federal, state, and local laws and
regulations, including but not limited to the Local Public Contracts Law, New Jersey Business
Registration requirements, Affirmative Action requirements, and applicable Pay-to-Play laws.
All reports, analyses, data, and other work product prepared by the Consultant shall become the
sole property of the Borough. The Borough shall have unrestricted rights to use and distribute such
materials.
