NOTICE TO BIDDERS
Construction of Upgrades to Pump Stations S and P
Ocean Pines Service Area, Worcester County, Maryland
The Worcester County Commissioners are currently accepting sealed bids from qualified vendors for
construction of Pump Stations S and P Upgrades for the Worcester County Department of Public
Works - Water and Wastewater Division. The Project generally consists of construction of pump station
upgrades for two stations each consisting of wet well modifications, installation of replacement pumps,
valve vault, concrete equipment pads, pipe connections, testing, start-up, site restoration and close-out,
and includes furnishing all equipment, material, and labor for the work described in the bid document
drawings and specifications. Bid documents are available from DiCarlo Precision Instruments, Inc.,
2006 Northwood Drive, Salisbury, Maryland 21801 (410-749-0112). Interested bidders are encouraged
to attend a non-mandatory Pre-Bid Conference at 10:00 AM (EDT) on Monday, June 8, 2020 at the
Worcester County Department of Public Works - Water and Wastewater Division Office at 1000 Shore
Lane, Ocean Pines, Maryland 21811. Sealed proposals will be accepted until 1:00 PM (EDT) on
Monday, June 22, 2020 in the Office of the County Commissioners at Room 1103 - Worcester County
Government Center, One West Market Street, Snow Hill, Maryland 21863. Bids will be opened on
Tuesday, June 23, 2020 at 1:00 PM EST and results will be promptly posted under the "Bids" drop-down
menu of the County Website. Envelopes shall be marked "Bid Enclosed - Pump Station S and P
Upgrades" in the lower left-hand corner. After opening, bids will be forwarded to the Public Works
Department for tabulation, review and recommendation to the County Commissioners for their
consideration at a future meeting. In awarding the bid, the Commissioners reserve the right to reject any
and all bids, waive formalities, informalities and technicalities therein, and to take whatever bid they
determine to be in the best interest of the County considering lowest or best bid, quality of goods and
work, time of delivery or completion, responsibility of bidders being considered, previous experience of
bidders with County contracts, or any other factors they deem appropriate. All inquiries shall be

TO ALL BIDDERS: This Addendum No. 1 contains modifications to the Contract Documents. This
Addendum No. 1 shall supplement, amend, and become part of the Contract Documents and
Construction Specifications for the title project and contract.
Except as may be otherwise described, bidding requirements, materials, and workmanship for the work
described herein shall conform to all requirements of the original Contract Documents, except as
modified using succeeding addenda. The following Addendum to the specifications and drawings is
made a part of the project and takes precedence over the section of the specifications, in part, and/or
drawings, as originally written, or as modified in succeeding addenda. All bids shall be based on this
addendum in accordance with the Bidding Documents.

Construction Specifications:
1. Section 33 11 13 – Ductile Iron and Gravity Pipe Valves and Fittings, 1.5 Vales, DELETE
subparts C, D, and E in their entirety.
2. Section 01 12 00 - Measurement and Payment, 1.5 Bid Item No. 2s and 2p – Installation of
Bypass Pumping System, DELETE “Testing required for bypass pumping system to include
hydrostatic pressure testing.”
3. Supplementary Conditions SC-13.07.2, DELETE “The CONTRACTOR shall warranty all
material and workmanship for a period not less than one (1) year.” and SUBSTITUTE with
“The CONTRACTOR shall warranty all material and workmanship, provided and completed
by the CONTRACTOR, for a period not less than two (2) years.”

2. On Drawing Number C-302, sheet 5 of 12, Pump Station S - General Notes, Note 6,
referencing cast in place concrete, DELETE “4,500 psi” and SUBSTITUTE with “4,000 psi”.
3. On Drawing Number C-303, sheet 6 of 12, Pump Station P – General Notes, Note 6,
referencing cast in place concrete, DELETE “4,500 psi” and SUBSTITUTE with “4,000 psi”.
4. On Drawing Number C-301, Sheet 4 of 12, Pump Station P and S Section Elevations shall each
section shall show an existing concrete collar around the entire station at the connection point
between the existing concrete and Smith and Loveless stand alone fiberglass suction lift station.
5. On drawing E-101, Pump Station–S One-Line Diagram, DELETE the 20A three-pole site
light branch circuit breaker and SUBSTITUTE a 20A 2-pole circuit breaker.
6. On drawing E-102, Pump Station–P One-Line Diagram, DELETE the 20A three-pole site
light branch circuit breaker and SUBSTITUTE a 20A 2-pole circuit breaker.
7. On drawing E-101, Pump Station–S One-Line Diagram, DELETE the 20A three-pole
ventilation blower branch circuit breaker and SUBSTITUTE a 20A 1-pole circuit breaker.
8. On drawing E-102, Pump Station–P One-Line Diagram, DELETE the 20A three-pole
ventilation blower branch circuit breaker and SUBSTITUTE a 20A 1-pole circuit breaker.
9. On drawing E-102, Pump Station–P Electrical Site Plan, DELETE the both references to
“3-#4, 1-#8G IN 2” C” and SUBSTITUTE “3-#6, 1-#8G IN 2” C”
RESPONSE TO COMMENTS
The following questions were presented in writing.
Question A: Due to COVID-19 concerns, many owners have allowed bids to be emailed in lieu of
physically delivering them. Please advise if email would be acceptable for bid
delivery?
Response A: Worcester County has not incorporated electronic submittal procedures. Hard copies
are required to be submitted.
Question B: It appears the following paragraphs were left in from another project as the materials do
not show up on the plans. Please confirm these materials are not required on the project.

Response B: Flexible disc check valves, motor operated butterfly valves, or flow meters are not
required for this project. See Contract Modifications via this addendum above.

Question C: Please clarify the requirements for concrete coatings for the pre-cast structures. Neither
the drawings nor the specifications call out a concrete coating (interior or exterior).
However, Section 01 20 00 – Measurement and Payment §1.5 Bid Items 5S and 5P
(Valve Vault and Appurtenances) and Bid Items 6S and 6P (Wet Well and
Appurtenances) mention an exterior coating in the description.
Response C: New concrete sewer structures such as the precast wet well riser and precast valve
value shall be supplied with an exterior waterproof bitumastic coating. Coating shall
be Conseal CS-1800 or approved equal. The interior of the existing concrete wet well
section shall be properly cleaned and inspected for spalls and pitting. Repairs of the
interior shall be done with an approved high strength crystalline grout repair system.
Question D: No ladder or steps are shown for the valve vaults; we assume that access would be
by a portable ladder supplied by the County
Response D: Steps shall be placed at a location where the hatch is closest the perimeter wall. See
plastic step detail on sheet C-501.
Question E: We assume that the required minimum compressive strength for the cast-in-place
concrete should be 4,000 psi; please note that Section 03 30 00 §3.4.A.1 calls for
4,000 psi, while the drawings show 4,500 psi for the concrete collar (C-302, C-
303).
Response E: All cas- in-place concrete shall have a minimum comprehensive strength of 4,000 psi.
All references on the plans indicating cast-in-place concrete at 4,500 psi can be
revised to 4,000 psi.
Question F: It was stated at prebid that the stations are seeing around 20,000 gpd. Do you have a
peak flow (gpm or gph)? Or what kind of peak flows are being seen at this time?
Response F: Pump Station P Pumps were supplied to have a head of 76.6-ft and provide a flow of
257 gpm. Pump Station S Pumps were supplied to have a head of 98.1-ft and provide
a flow of 442 gpm. The County does monitor the flow from Pump Station S and P.
Pump Station S has 262 metered services connected to it (the Yacht Club is one
meter) and Pump Station P has 124 metered services, all residential connections.
Question G: What is the inside opening diameter of the manholes that will be pumped out of?
Response G: Each manhole has a 2-ft diameter standard frame and cover. Each Manhole is 4-ft in
diameter. Contractor shall verify.
Question H: Do you have a TDH?
Response H: See Response to Question F above.
Question I:

Is the force main that will be discharged into still an active force once the station is
bypassed? If so what is the psi of the force main?
The force main being discharged into is an active force main for each pump station.
The estimated pressure for the Pump Station S receiving force main is between 40-50
psi. The estimated pressure for the Pump Station P receiving force main is between
40-45 psi.

Question J:

The one line for both pump stations shows the site light being fed with a 3-pole circuit
breaker. The spec calls for a single-phase fixture, so do you want a 120V or a 208V
single-phase fixture and breaker?
The specification is correct. Use a 208VAC single-phase light fixture and 2-pole
circuit breaker. On drawing E-101, Pump Station–S One-Line Diagram, the 20A
three-pole circuit breaker for the site light branch circuit should be a 20A 2-
pole circuit breaker. And on drawing E-102, Pump Station–P One-Line
Diagram, the 20A three-pole circuit breaker for the site light branch circuit
should be a 20A 2-pole circuit breaker. See Modifications to Contract
Documents included in this addendum.
Question K: Both one-lines show a 115V ventilation blower but the starter is fed from 3 pole
breaker and wiring from starter to blower is shown as 3 phase wiring. Are the (2)
breakers feeding the site light and the blower new or existing?
Response K: The existing ventilation blower at each pump station are to be relocated. The
circuit breaker for the site light is new; the circuit breaker for the existing
ventilation blower is existing. On drawing E-101, Pump Station–S One-Line
Diagram, the 20A 3-pole circuit breaker for the ventilation blower branch
circuit should be a 20A 1-pole circuit breaker. And on drawing E-102, Pump
Station–P One-Line Diagram, the 20A 3-pole circuit breaker for the ventilation
blower branch circuit should be a 20A 1-pole circuit breaker.
Question L: What is being furnished in the Control Panel?
Response L: PLC and other items to control the pump station motors, similar to the other
Worcester County pump station control panels.
Question M: Who is to furnish the Scada Radio, Floats, Level Transducer, Radio Antenna,
Softstart?
Response M: Control panel will be prepurchased by Worcester County. None of these items are
required by the bid documents.
Question N: Will the Control Cabinet be completely wired with required equipment?
Response N: Yes, that is the intention.
Question O: Will the Control Cabinet & Control Panel be U.L. Rated?
Response O: Yes, that is the intention.
Question P: Who is providing the programming to the Scada?
Response P: Worcester County.
Question Q: Who provides the spread spectrum radio and antenna? It only makes sense for
this to come already in the control cabinet furnished by the county. Is it possible to
get submittal/cut sheets for the control cabinet?
Response Q: The County will provide the spread spectrum radio and antenna. Submittal
sheets for the control cabinet are not available at this time but will be provided
to the successful bidder.
