Overview
Summary

The City of West Sacramento is preparing to release an RFP within the next couple months for updates/development of several transportation planning and analysis programs and documents to reflect the latest regulations and standards, and best plan for the current and future transportation and development needs for the City. This will tentatively include the following:

  1. City of West Sacramento Travel Demand Model Evaluation and Development
    1. Evaluate current travel demand model options from latest City of West Sacramento TDM and SACOG SACSIM Model.
    2. Refine or develop travel demand model for City of West Sacramento to meet the needs for evaluation of the Transportation Impact Fee program, the VMT Reduction and Mitigation Fee Program, as well as
    3. providing structure to also evaluate the following elements:
    4. Additional land use scenarios for development beyond what is identified in the latest SACOG MTP/SCS
    5. Sensitivity to travel modes (walking, biking, transit - BRT, Light Rail, Via)
    6. Streamline analysis for new development applications
    7. Validation to recent Citywide traffic count data
  2. Transportation Analysis Guidelines
    1. Update for latest CEQA standards and for general plan mobility element policies
  3. Transportation Impact Fee Program
    1. Update impacts, fees, and identification/costs for transportation improvement projects, based on VMT as metric
  4. VMT Reduction and Mitigation Fee Program
    1. Develop program for individual projects that have significant VMT impacts option to pay a fee toward Citywide VMT reduction projects.
    2. Will include public outreach

IMPORTANT: THIS IS A NOTICE ONLY. The actual solicitation will be released shortly.

Background

As this is quite a large effort, we are providing this notice as a courtesy for pre-planning efforts. Funding for the travel demand modeling evaluation/development, transportation analysis guidelines, and transportation impact fee program is through a City CIP, while the VMT Reduction and Mitigation Fee Program is funded through the Caltrans Sustainable Communities Grant. We would like to select one consultant team to lead this entire effort, which may consist of several relevant subconsultants to complete the work. In additional, the lead consultant team would coordinate project management of tasks that fall under each of the two funding sources. While we are still working out the details of the RFP, including the selection criteria, a lot of focus will be based on experience and expertise with the scope of work, along with project management and coordination.
