NOTICE OF INTENET TO AWARD SOLE SOURCE
Cooling Tower Refurbishment and Replacement Electronic Proving Ground Facility
The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Fort Huachuca Division intends to award a sole-source contract under the authority 10 U.S.C. 3204(a)(1) and RFO FAR 6.103-1 - Only one responsible source and no other supplies or services will satisfy agency requirements to OBR Cooling Towers located at 3102 S 44th St, Phoenix, Arizona 85040. The requirement is for commercial fill replacement and service of two (2) cooling towers and replacement of tower a BAC tower and piping.
The objective of this project is twofold: one cooling tower is improperly matched to the test chamber it supports, leading to contamination that actively damages vital tests, while three other towers are over 20 years old and have surpassed their optional service life. This creates a significant shortfall, as the current infrastructure cannot reliably of 11 climatic and dynamic test systems, and the tower for the RDT building is similarly past its service jeopardizing 4 agree systems. A failure of any of these cooling systems will cause an immediate shutdown of the associated test chambers, resulting in mission failure and significant downtime. meet the cooling demand required for testing. The tower removes and replaces the delta cooling tower and replace and retrofits all piping for new tower upgrade at the Electronic Proving Ground (EPG) laboratory facility.
The contractor shall dismantle, remove and replace the cooling tower. Demolition and remove the existing tower, including all associated structural components, piping, and electrical connections. Supply a new 150-ton capacity, closed loop glycol cooling tower system. Design new system that must be fully automatic, and interlock with the supported test chamber. Maintain a constant water temperature. Must have hydrostatic testing of piping, fan balancing, thermal performance verification, and control system validation at the Electronic Proving Ground laboratory facility. This is to include, but may not be limited to the following:
- Water Distribution System: check spray patterns, pressure, and alignment. Remove scale, algae and debris from nozzles and headers, replacing any clogged or damaged components.
- Heat Transfer Section: inspect fill material for scaling fouling or damage.
- Fan and Mechanical System: test fan blade balance, tip clearance and pitch. Replace worn or damaged blades, hubs and bearings.
- Structure and Basin: check air inlet louvers for leaks, corrosion and flush and descale the sump.
The contractor shall ensure:
- All design, materials, and installation shall comply with statement of work
- All wiring shall be installed in proper working order
- All work shall be coordinated to minimize disruption to ongoing testing operations
- Contractor shall provide project management, supervision, and close coordination with facility personnel
The contract will consist of 180 calendar days from the point of award. The North American Industry Classification System (NAICS) code is 238220. This Notice of Intent to award a Sole Source Contract is not a request for competitive proposals. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information.
Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may express interest and provide a capability statement no later than 18 August 2026, 09:00 AM MST (Arizona does not observe Daylight Saving Time).
