Description

The U.S. Department of Commerce (DOC), Office of Acquisition Management (OAM), located in Washington, D.C., intends to negotiate on a single source basis and award a contract to SEMI - Milpitas, CA in accordance with FAR 13.106-1(b). No other supplies or services providers are authorized to provide World Fab Forecast - Subscription required by the program office for the US Department of Commerce – International Trade Administration (ITA) at the Herbert C. Hoover Building, 1401 Constitution Ave NW, Washington DC 20230-0001.



Office of Information and Communications Technologies – OICT/ITA is seeking to procure a data subscription product that provides detailed data on the operations of worldwide semiconductor fabrication facilities (fabs) including current capacity, fab location, company, ownership, type of semiconductors produced, and future plans, updated on a quarterly basis. The resource should also include detailed information on industry’s long-term efforts to increase semiconductor production in light of the recent shortages. This information will be used to inform internal DOC analysis and planning.



Scope:



OICT and DOC are seeking to procure a quarterly data subscription, with comprehensive data on the operations of semiconductor fabs around the world. This data is presented in a format that can be sorted by fab, device manufacturer, region, and wafer size, providing details on operations and capacity for each fab. The vendor shall provide to DOC the range of data and analyses as specified through quarterly updates and related charts. This information will be provided to the three specified DOC users with access for the subscription.



Requirements:



The requirement must include the following features, limited to semiconductor fabs: Pre-generated excel charts and graphs with South Korea, Europe, Japan, and other countries. Sortable quarterly data updates on semiconductor fab operations around the world.

  • Executive Summaries and high-level trends presented in more than 10 charts and 100 tables

  • Graphs and tables with historical results and forecasts

  • Complete fab-cycle coverage, line-by-line, from planning, construction, production, and closure

  • Line-by-line details on spending, capacity ramp, product type, technology node and wafer size transition

  • Quarterly Excel fab reports for data analysis and modeling by fabs





This is NOT a solicitation for quotations, quotation abstracts, a request for competitive quotations; or requests for competitive proposals; however, all responses received prior to the closing date of this synopsis will be considered by the Government.



A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received to determine whether a qualified source is more advantageous to the Government, a contract will be issued to SEMI.
