This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. This contract action is for services for which the Government intends to solicit and negotiate with only the University of Guam’s Water and Environmental Research Institute (WERI), (CAGE Code: 1LRX2 ; Address: UOG Station, 303 University Dr, Mangilao, 96913, Guam, United States) under the authority of FAR 6.302-1, since there are a limited number of responsible sources willing to perform work on Guam and no other services will satisfy the needs of the agency.
The work includes, but is not limited to, scientific advisors of water resources for drinking water utilities to include laboratory testing, reporting, analysis, and data management. The Contractor shall develop and submit an Accident Prevention Plan (APP), including an Activity Hazardous Analysis (AHA) as an appendix. The Contractor shall develop a Hazard Analysis and Critical Control Point (HACCP) Plan to ensure that invasive species are not moved or introduced in association with transplantation, maintenance and monitoring efforts. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 5 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
