The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Rotronic Instrument Corp of 135 Engineers Road, Suite 150, Hauppauge, NY, 11788 for the purchase of a specialized turn-key Helium Purity Monitoring system. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures.
The National Institute of Standards and Technology’s (NIST) Physical Measurement Lab (PML) recently purchased a Helium Recovery system for building 218 of the Gaithersburg, MD campus. A purity monitoring system is critical to the assure the continuous operation of the Bldg. 218 helium recovery system. There are 14 labs and over 20 critical measurement and calibration instruments in Bldg. 218 that are relying on the recovery system to provide over 23,000 liters of liquid helium annually. The disruption of this LHe supply would directly impact all NIST LHe users. Contamination in the recovery system is the greatest risk to the continuous operation of the system and all the helium stored within. The purity monitoring system must provide immediate detection, identification and remediation of any source of impurities into the helium recovery system. NIST also requires long-term vendor support of the complete purity monitoring system including all hardware and software components.
Research has found that only one (1) company can offer a Helium Purity Monitoring System that onsist of 3 levels of helium purity analysis configured for continuous monitoring with programmable alarm thresholds, analog outputs for automated alarm responses and email notifications, for use in a Helium recovery system. Only Rotronic Instrument Corp was the only company capable of offering a system that can meet all of the specifications below.
The North American Industry Classification System (NAICS) code for this acquisition is 334513 – Instruments and Related Products Manufacturing, Displaying, and Controlling Industrial Process Variables and the size standard is 750 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 5:00 p.m. Eastern on August 7, 2020. Inquiries will only be accepted via email to email@example.com . No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
