Description

The Bureau of Engraving and Printing (BEP), DC Currency Facility, Office of Facilities Support, intends to award a sole source purchase order to Mainstream, Fluid and Air, LLC for the procurement and delivery of one RTB-6A-22x72 replacement tube bundle and one HXR-6A-20x116-04-AA shell-and-tube heat exchanger for the Washington, DC facility.



This procurement is being conducted under FAR 13.106-1(b)(1), soliciting from a single source for purchases not exceeding the Simplified Acquisition Threshold. The anticipated award is justified due to urgent and compelling circumstances. The BEP heat exchanger, which transfers thermal energy and supports the HVAC system’s ability to provide heating and cooling to BEP manufacturing directorates and offices, has stopped working effectively due to damaged tubing. During a recent inspection, a major leak was identified that must be addressed urgently.



The applicable classification is NAICS 332410 — Power Boiler and Heat Exchanger Manufacturing, with a small business size standard of 750 employees, and PSC 4420 — Heat Exchangers and Steam Condensers.



This notice of intent is not a request for competitive quotations. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
