Notice of Intent to Sole Source - 437 MXS 3D-Printer Maintenance Services

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Government intends to solicit and award a sole source purchase order for the procurement of 3D-Printer maintenance services on Joint Base Charleston - Air Base (JB CHS - AB) under the authority of RFO 6.103-1, “Only one responsible source and no other supplies or services will satisfy agency requirements”. This notice of intent is not a request for competitive quotes. This synopsis is for informational purposes only. The Reference Number is FA441826Q0035.

The 628th Contracting Squadron (628 CONS) located at 101 E. Hill Blvd, Joint Base Charleston (JB CHS), SC intends to award a firm-fixed-price purchase order for Base + 3 Option Years to Stratasys, Inc. for the procurement of 3D-Printer maintenance services for a Fortus 900MC 3D-Printer. The required Period of Performance start date is 17 May 2026.

The contractor will provide all technical support related to the specified 3D-Printer and shall provide maintenance services in accordance with the Performance Work Statement (PWS). The full requirements are detailed in the attached PWS. Current services end 16 May 2026; there shall not be any interruption of 3D-Printer maintenance services to the Fortus 900MC 3D-Printer located on JB CHS. Per Technical Order 34A-1-1, Para 1.3.5, "Additive Manufacturing equipment is intricate and sophisticated machinery that requires long term service contracts provided by the Original Equipment Manufacturer, or Original Equipment Manufacture approved vendor, to enable the user to receive maintenance and upkeep that is beyond the organization's capabilities." Stratsys Inc., the manufacturer of the Fortus 900MC 3D-Printer, is the only vendor authorized to perform maintenance services to meet the current requirement, as this authority has not been delegated to any known distributors.

This notice of intent is not a request for competitive quotes; however, responsible sources may submit a capability statement that shall be considered by the agency. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If you submit a capability statement, you must provide verifiable proof of certification from the Original Equipment Manufacturer (OEM), Stratasys Inc., to perform the services, repairs, and updates as required in the Emerald Care 900MC annual service plan. Only sources that can provide this OEM certification will be considered capable of performing the work.
