THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE SUPPLY CONTRACT AND



IS NOT A REQUEST FOR COMPETITIVE QUOTES.





The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division – West (HCD-W), intends to award a firm fixed price supply and preventive maintenance purchase for BR2 Bilirubin Stat-Analyzer, Total and Direct Bilirubin Kit, Instrument Installation and Training Bundle, plus 4 year Preventive Maintenance Service for use in the Naval Health Clinic (NHC) Hawaii, Kaneohe Bay Laboratory in accordance with the Federal Acquisition Regulation Revolutionary (FAR) Overhaul 13.101(b):

The objective of this sole source award is to procure equipment, installation and preventive maintenance of BR2 Billirubin Stat Analyzer Total Kit for Naval Health Clinic (NHC) Hawaii, Kaneohe Bay Laboratory. Nova Biomedical is the sole manufacturer of the BR2 Bilirubin Stat Analyzer and its proprietary Bilirubin Test Kits with no authorized provider of maintenance, repair, and service for this system. There is no reasonable expectation of receiving quotes from two or more small businesses. The proposed acquisition strategy is to justify as an Other Than Full and Open procurement on a sole source basis.





Period of Performance:



Delivery: 4/1/2026 - Include first year warranty for service



Option Year 1 (Service): 4/1/2027 -3/31/2028



Option Year 2 (Service): 4/1/2028 -3/31/2029



Option Year 3 (Service): 4/1/2029 -3/31/2030



Option Year 4 (Service): 4/1/2030 -3/31/2031





Nova Biomedical is the only source that can meet the Government’s minimum requirements to provide the requested equipment, installation and preventive maintenance mentioned above at Naval Health Clinic (NHC) Hawaii, Kaneohe Bay Laboratory.





This notice of intent is not a request for competitive proposals, and no solicitation document exists for this requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the required equipment and preventive maintenance. Capability statements shall not exceed six (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
