Description:

PORT AUTHORITY OF NEW YORK AND NEW JERSEY NOTICE OF INTENT TO SOLE SOURCE

The Port Authority of New York and New Jersey (PANYNJ) intend to establish a sole

source contract with EMR, LLC, d/b/a, MaxAccel, located in Denver, CO to provide the following:

SCOPE:

MaxAccel provides a comprehensive web-based suite of railroad regulatory compliance management solutions. Maintenance and support programming for Federal regulatory compliance, specifically with 49 CFR 217 for efficiency testing and compliance documentation. In addition and without additional modification, MaxAccel offers the ability to track and document various additional Federal requirements including, but not limited to: 49 CFR 218, 49 CFR 219, 49 CFR 232, 49 CFR 225, 49 CFR 228, 49 CFR 240, 49 CFR 242, and 49 CFR 243, to ensure PATH employees are able to fully comply with mandated FRA regulations.

The functional component overview of each SafeTrack application or module currently implemented with PATH:

1. SafeTrack – Testing, Certification/Qualification and Safety Training Management

2. SafeTrack Analytics – Embedded Microsoft Power BI Interface for Part 217 Testing Program Management

3. SafeTrack Mobile – Smartphone of Tablet-based App SafeTrack LMS – Integrated Learning Management System/Computer-Based Training

4. SafeTrack PHOS – Part 228 Passenger & Freight Rail Hours of Service Compliance + Payroll + Employee Communications

5. SafeTrack Compliance Reporting – Accident/Incident/Close Call/Other

BRIEF DESCRIPTION: PATH is seeking the services of a qualified firm to provide a comprehensive software platform that supports Federal Railroad Administration (FRA) compliance requirements.

The Port Authority does not guarantee that firms responding to this notice will be rendered a request to tender an offer for this procurement. In addition, the Port Authority does not guarantee that any solicitation will occur for this procurement but reserves the right to solicit proposals.
