The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to BRUKER SCIENTIFIC LLC. for maintenance and support services for the MALDI-TOF instrument. Services include onsite response within three (3) business days during standard business hours and one annual preventive maintenance visit with a full inspection of the instrument. Preventive maintenance must occur no later than thirteen (13) months after the previous service. The agreement also includes onsite emergency service visits with parts, labor, and travel, subject to standard exclusions. Software upgrades required to maintain system functionality shall be provided, excluding third-party applications and unrelated hardware. Additionally, one (1) cleaning visit or one (1) extra preventive maintenance service shall be provided if recommended by a qualified technical expert. The MALDI-TOF instrument is a critical resource for fungal identification and related diagnostic testing in the reference laboratory. Accurate and timely results from this platform are essential to support surveillance, outbreak response, and public health decision-making. A previous five-year service contract (75D30120P09049) was awarded to ensure ongoing preventive maintenance and support; with that agreement expiring, a new contract is required to maintain smooth operations and avoid disruptions in testing capacity.
Per the agency’s Quality Management System (QMS) policy and federal CLIA regulations governing reference laboratories, a maintenance agreement is required to safeguard the integrity of the instrument and ensure the accuracy of results obtained from fungal samples. Preventive maintenance and timely corrective service are essential to minimize downtime, extend the instrument’s lifespan, and maintain compliance with regulatory and quality standards. A new long-term service agreement will provide continuity in preventive maintenance, emergency response, and system support, ensuring reliable performance of the MALDI-TOF for fungal diagnostics over the next five years. Given the highly secure nature of the facility, selecting a new vendor would introduce substantial delays and additional costs related to clearance processing and access approval. Therefore, to ensure timely and uninterrupted provision of services, this procurement is being pursued as a sole source acquisition.
This contract action is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP).
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice shall be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
