Notice of Intent to Sole Source; Brand Name or Equal R&S CMA-180 (Radio Test Set / Audio Analyzer)

The Marine Corps Tactical Systems Support Activity (MCTSSA) intends to award a sole source, firm-fixed price contract to Rohde & Schwarz USA, Inc. (an "other than small business" concern) for the procurement of a CMA-180 Radio Test Set. This notice is issued in accordance with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

This acquisition is for the procurement of a brand name Rohde & Schwarz CMA-180 Radio Test Set, including warranty and calibration services. The R&S CMA-180 is a radio communications tester designed for radio systems operating in the 100 kHz to 3 GHz range. Its technology is based on digital signal processing and advanced computing, providing intuitive operation and efficient measurement capabilities essential for performing precise radio measurements.

MCTSSA intends to award this contract on a sole source basis to Rohde & Schwarz USA, Inc. under the authority of FAR 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." This justification is based on the following:

• Rohde & Schwarz USA, Inc. is the sole designer, manufacturer, and distributor of the CMA-180 Radio Test Set. Rohde & Schwarz does not have authorized resellers or distributors for this particular model.


• The CMA-180 is uniquely integrated with our existing [testing infrastructure/software], and using a different test set would require significant and costly modifications to our systems.

This notice of intent is not a request for competitive proposals. However, all responsible sources who believe they can meet the agency's requirements may submit a capability statement, proposal, or quotation, which will be considered by the agency. Submissions must demonstrate the vendor's technical capability to provide a test set that meets or exceeds the specifications of the Rohde & Schwarz CMA-180.

The determination of whether to compete this proposed contract action rests solely with the Government. Any party interested in submitting questions, concerns, or demonstrating their capability to meet the agency's requirements should contact Maricela G. The Government is not responsible for any costs incurred by interested parties in responding to this notice.
