Description of Requirement:
THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. NOTICE OF INTENT TO SOLE SOURCE: This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to make a single source award contract and is not a request for competitive proposals. The statutory authority for the use of other than full and open competition procedure for this procurement is prescribed by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency’s requirements. DLA Energy intends to issue a nine-year firm fixed price single source award contract to Chevron U.S.A. Inc. (Chevron), in accordance with 10 U.S.C. § 2304(c)(1), Only One Responsible Source. The contract will provide docks services for unloading Government-owned Aviation Jet Fuel (JET-A/JAA) from tankers/barges at the port’s dock and transferring it via a government-owned pipeline to the DFSP Tampa facility at MacDill Air Force Base (AFB).
All responsible sources may submit a capability statement demonstrating the ability to provide the requested service, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice of intent to sole source on or before July 08, 2025 at 9:00 am Local Time Ft, Belvoir, VA. by sending an email to orin.smith@dla.mil. Telephone submissions will not be considered. The North American Industry Classification System (NAICS) code for this supply requirement is 493190 with a size standard of $34.5 million.
Background: The dock services contract at Port Tampa covers the unloading of Government-owned aviation fuel (JET-A/JAA) from tankers/barges at the port's dock and transferring it via a Government-owned pipeline to the DFSP Tampa facility on MacDill AFB. The contract requires an annual throughput of 500,000 barrels of JET-A/JAA, supporting bulk petroleum needs for DLA Energy customers in the Tampa area. A new Government funded pipeline was awarded May 08, 2025, to replace the existing aging infrastructure and is scheduled for completion by June 23, 2026. To fulfill the requirement would require the construction of a pipeline and subsequent connection point to the Government’s pipeline by the start of the performance period.
Competitive Environment: There are no planned actions to address barriers that would create a more competitive procurement environment for dock services at Port Tampa, FL.
Objectives: The objective of the contract is to ensure uninterrupted support for the government customers' jet fuel needs.
