Notice of Intent to Sole Source Law360 Complete Plan Subscriptions.

The Department of Homeland Security (DHS), U.S. Citizenship and Immigration Services (USCIS), Office of Contracting (OCON) intends to award a Sole Source contract to Relx Inc (dba Lexisnexis), 9443 Springboro Pike, Miamisburg, Ohio 45342-4425, to procure eight (8) Law360 Complete Plan Online Subscriptions. The Law360 Complete Plan Subscriptions is proprietary to Relx Inc (dba Lexisnexis) and there are no authorized resellers for the Law360 subscriptions.

This acquisition is being procured using Federal Acquisition Regulation (FAR) Part 13 - Simplified Acquisition Procedures, Subpart 13.106(b)(1)(i), for purchases not exceeding the simplified acquistion threshold (SAT), Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

This proposed contract action is Sole Source only.

This Notice of Intent is not a request for quotation. No solicitation or RFQ will be forthcoming.

Interested parties may identify their interest and submit information in response to this notice by email to vanh.phun@uscis.dhs.gov or brian.r.rose@uscis.dhs.gov, no later than May 9, 2025 at 1:00 pm EST.

A determination by the Government not to compete this proposed contract is entirely at the discretion of the Government.

This Notice of Intent is not a request for competitive quotations.

However, all quotations received by the closed date specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses based to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
