1. Contracting Activity: Department of Veterans Affairs, VISN 22, Network Contracting Office 22

(NCO22) in Long Beach, CA, seeks to sole source Furniture Pods for ABH Facility listed in purchase

request 691-25-1-5220-0011 at/for GLAVAHCS, Los Angeles, California.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

GLAVAHCS has a requirement to purchase Furniture Pods for ABH Facility to provide emergency

housing for unhoused veterans.

Vendor will deploy installation services and ship components to complete the furniture pods on

hand immediately. The furniture pods will support the implementation of 34 additional emergency

beds.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies

or services can be used:

Concourse Federal Group, LLC is the only vendor capable of rapidly implementing the furniture pod

configurations that meet the requirements for the ABH project. There is an unusual and compelling

need to serve unhoused Veterans with complex medical and psychiatric needs who have few

resources and require long-term case management to either obtain and/or maintain permanent

supportive housing. The additional time required to compete this requirement will adversely impact

service to unhoused Veterans in immediate need. Concourse Federal Group can provide additional

products that are consistent with the existing furniture in ABH. This allows GLAVAHCS to use the

existing furniture without replacing the entire supply. Due to urgency, time constraints, and

emergent need to house unhoused Veterans, circumstances of contract action deem only one

source is reasonable available, and no other supplies or services will meet agency need. Purchase is

IAW FAR Part 13.106-1(b) and VAAR 819.7008.

4. Description of market research conducted and results or statement why it was not conducted:

Due to urgency, time constraints (to provide emergency housing to unhoused Veterans in the A

Bridge Home (ABH) facility), and need for unique custom furniture that matches the existing

configuration of the dormitories, Concourse Federal Group, LLC is the only available source given

adaptability, compatibility, and functionality with current furniture and equipment in use at/by

GLAVAHCS ABH project. Results from SBA VetCert query by applicable NAICS code 541614 identified

3242 SDVOSB / VOSB concerns. VA Rule of Two does not apply. Circumstances of contract action

deem only one source reasonably available due to urgency and time constraints no other supplies or

services will meet agency need. See market research on file in eCMS briefcase. A sole source

acquisition is needed to meet GLAVAHCS campus mission objectives of providing emergency

housing to unhoused Veterans.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify

that the foregoing justification is accurate and complete to the best of my knowledge and belief.
