Notice of Intent to Award Sole Source Purchase Order to Cepheid

Pursuant to FAR 13.106-(1)(b)(1), the U.S. Secret Service (USSS) intends to award a sole source purchase order to Concentric Security LLC, 7560 Main Street, Sykesville, MD 21784 for USSS Administrative Operations Division (AOD).

The service benefits provided by Concentric Security LLC is described below.

USSS is seeking to procure services for contractor support to provide preventative maintenance and repairs for maintain the perimeter entry units for the Headquarters Building and Special Services Division – Bolling Air Force Base. It is imperative that a consistent product line and manufacturer be utilized to maintain an efficient and cost-effective barrier management plan.

Contractor must provide written estimates for all repairs & parts, prior to the start of any repair service. Contractor may be called by the CO, COTR, or Special Officer on Duty to respond quickly to an unscheduled repair service at any time. Contractor will arrive on site within two (2) hours of receipt of an Emergency Service call from the contact, regardless of the time, date, and weather conditions. Contractor must provide appropriate 24-hour answering service, pager, call-forwarding, or other reasonable means of permitting Emergency communication 24-hours per day. Receipt of an Emergency Call shall be considered the time when the Contractor, the answering service, or other answering device receives the contact’s phone call. The Emergency Service call will be followed up with a written confirmation from the CO or COTR within 48 hours.

All non-emergency calls will be answered within 24 hours.

The contract value for this procurement is $525,649.00. Period of performance is base year and 4 option years.

Concentric Security LLC is the sole source for this contract due to proprietary restrictions on the equipment used in the barriers and protocols set forth by their integration of upgraded barrier system requirements for security purposes. At the construction of the buildings or entrances, Concentric Security fabricated and designed the barriers. No other vendor is authorized to provide repairs/services or upgrades to the equipment, which will void all warranties and operational support. The equipment is mission critical equipment and must be operational for security of personnel and mission duties.

The market research indicates that similar products are not compatible with the existing equipment as the individual components of other barrier products are not interchangeable with the existing equipment to allow for future repairs and services. Concentric is the manufacturer and certified vendor to provide repairs on the equipment.

The North American Industrial Classification System (NAICS) code for this effort is 561621 Security Systems Services (except Locksmiths).

This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only. No known potential alternate sources exist which could satisfy USSS’s requirement. This notice of intent is not a request for quote/proposal. Any interested party that believes it can meet the USSS’s requirement described herein may identify themselves and must provide evidence of their capability to fulfill this requirement being requested by 4:00 PM ET on September 19, 2024.
