NOTICE OF INTENT TO SOLE SOURCE
The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 5), Washington DC VA Medical Center located at 50 Irving Street NW, Washington DC, 20422 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award IAW FAR 13.106-1(b)(1) and
only one responsible source and no other supplies or services will satisfy agency requirements per 41 USC §3304(a)(1) as implemented by FAR 6.302-1.

This requirement is for Washington DC VAMC to procure Draeger Evita Infinity V500, Ventilator Preventative Maintenance (PM) Kits.
These ventilators are high-risk life support devices, requiring strict adherence to the original manufacturer s guidelines for preventative maintenance (PM). Only the exact make and model batteries provided by Draeger are compatible in terms of form, fit, and function, making it essential to procure them directly from the manufacturer. Batteries not procured directly through Draeger would present a risk of failure of the high-risk PM.
Draeger is the initial and the sole distributor of the Draeger ventilators. Draeger cannot authorized the use of any batteries since they have not been tested and validated by Draeger.

Draeger is the only company that has manufacturing right or access to the software code on Draeger ventilators sold and the only Draeger authorized company with the technical expertise to perform the preventive maintenance on schedule intervals.

The place of performance is Washington DC VAMC, 50 Irving Street NW, Washington DC, 20422. This action will result in a Firm-Fixed Price Contract.
The intended Contractor is Draeger, Inc. located at 3135 Quarry Rd, Telford, Pennsylvania 18969 USA.
The North American Industry Classification System (NAICS) for this requirement is, 339112, Surgical and Medical Instrument Manufacturing - Product of Service Code for this requirement is 6515, Medical and Surgical Instruments, Equipment, and Supplies. The Small Business Administration (SBA) size standard for this sector is 1,000.
This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made based on unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
The Government anticipates the award of a firm-fixed- price contract. A determination by the Government whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition.
This notice of intent to award a sole source contract is not a request for competitive quotes. There will be no solicitation available for competitive quotes. Phone calls will not be accepted.
