Notice of Intent to Award a Sole Source Contract

This is a notice of intent to award a sole source contract to a Small Business (SB) and is not a request for competitive proposals.

The United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC) intends to award a sole source purchase order to Guideline Geo Americas Inc. for ABEM WalkTEM2.

Product Descriptions: Product Quantities:

• WalkTEM 2 RX Advanced 1 each

• WalkTEM 2 TX-20 1 each

• RC-5 Active receiver coil, 33m lead-in 1 each

• RC-200 Active receiver coil, 33m lead-in 1 each

• Receiver coil extension cable, 62m 2 each

• TL-1k6 40x40m transmitter loop, on single reel 1 each

• TL-10k HP6 100x100m high power transmitter loop

on 2 reels 1 each

• SPIA Ground-Based TEM processing software (Perpetual) 1 each

• SPIA Ground-Based TEM processing software (12 months

of Maintenance) 1 each

• Workbench Ground-based Essentials (Perpetual) 1 each

• Workbench Ground-based Essentials (12 months

Of Maintenance 1 each

• Training Onsite (ABEM) 1 each

• Extended Warranty for ABEM Equipment

The proposed contract action is for commercial services for which the Government intends to solicit in accordance with (IAW) Federal Acquisitions Regulations (FAR) 13.5, Only one responsible source and no other supplies or services will satisfy agency requirement.

The North American Industry Classification (NAICS) for this acquisition is 334519 Other Measuring and Controlling Device Manufacturing

This is not a solicitation for competitive quotes, however, if any other interested party believes that it can provide the required products, it may submit a statement of capabilities. Capability statements must display sufficient detail and evidence to determine if the party has the ability to provide the required products. The statement of capabilities must be furnished in writing and emailed to Sandra.Driver@usda.gov and Nancy.Harris@usda.gov by January 3, 2025 at 9:00 am Central Daylight Time (CDT). The government will not pay for information received in response to this announcement.

A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. This is a notice, and a solicitation will not be issued. Oral communications will not be accepted in response to this notice.
