Notice of Intent to Award Sole Source - Dark Fiber Connection Service

The U.S. Consumer Product Safety Commission (CPSC) intends to award a sole source contract to Crown Castle Fiber LLC, 2000 Corporate Drive, Canonsburg, PA 15317 for continuation of the dark fiber services; point to point data transmission to and from 4330 East West Highway, Bethesda Md. 20814 and 5 Research Pl, Rockville, Md. 20850. The government believes Crown Castle Fiber LLC is the sole provider and owner of the last-mile fiber service used by CPSC, the final connectivity from the fiber path, to both 4330 East/West Highway, Bethesda, MD 20814, and 5 Research Place, Rockville, MD 20850. Any other service provider would need to install the last-mile fiber to both locations. This is NOT a request for additional fiber lines. Crown Castle Fiber is the only vendor capable of satisfying this requirement under the authority of FAR 8.405-6(1)(B), only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This notice is NOT a request for competitive quotes; however, any firm that believes it can supply the service may give written notice to the Contract Specialist via email at grayson@cpsc.gov, by 3PM EST no later than March 31, 2025. SUPPORTING EVIDENCE MUST BE FURNISHED IN SUFFICIENT DETAIL, to the above listed email address, Attn: Greg Grayson, Contract Specialist. NO TELEPHONE REQUESTS. Responses will be evaluated: however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, CPSC will proceed with negotiating a sole source award to Crown Castle Fiber LLC.
