Description:

The Office of the Comptroller of the Currency (OCC), hereby gives notice of their intent to award a firm fixed price five year contract (base plus four 12-month option periods) to Moody’s Analytics, 7 World Trade Center, 250 Greenwich Street, New York, New York 10007. On a sole source basis utilizing FAR 13.5, Simplified Acquisition for Certain Commercial Items, procedures in accordance with 41 USC 253(c)(1) as implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for Moody’s Analytics subscription which provides access for economic forecasts and ratings information for financial institutions, sovereigns, and companies. Moody's provides detailed research and ratings reports on banking systems, credit outlooks, and economic outlooks, primarily U.S. Corporations. This information includes credit research, market information, and risk analytics. This subscription allows employees to analyze and examine, markets, institutions, and sovereigns to gauge the creditworthiness of an obligor, including with respect to a particular debt security or other financial obligation.

Period of Performance: 12/19/2024 – 12/18/2025 (Options 12/18/2029)

This is not a request for competitive proposals; however, the Government will consider responses from all responsible sources received before the closing date of this notice.

Responses must be supported with clear and convincing evidence to clearly be able to provide the services outlined in this notice. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the OCC.
