Notice of Intent to Award a Sole Source
The City of Lynn Haven intends to enter into an agreement with:
Vendor: Core & Main LP
Requisition Number: 20262844
Services: Annual Software as a Service (SaaS) renewal for the Sensus Regional Network
Interface (RNI) platform, Sensus Analytics Enhanced services, and associated system support for
the City's Advanced Metering Infrastructure (AMI) system.
Sole Source Determination
The City's Water Department utilizes the Sensus Advanced Metering Infrastructure (AMI)
system to support its water utility operations. The Regional Network Interface (RNI) SaaS
platform and Sensus Analytics services provide the software environment necessary for the
operation, monitoring, management, and analysis of the City's AMI network. These services are
proprietary to the Sensus AMI platform and are required to maintain uninterrupted operation of
the City's existing metering infrastructure. The City's meters, communication network, historical
consumption data, user configurations, and analytical tools are fully integrated within the
existing system.
Renewal of the existing Software as a Service (SaaS) subscription ensures continued access to
the hosted platform, software updates, technical support, and analytics functionality necessary
for daily utility operations. Transitioning to an alternate platform would require replacement or
substantial modification of the City's existing AMI infrastructure, migration of historical data,
system reconfiguration, and staff retraining, resulting in significant operational disruption and
additional cost. Based on this information, the City has determined that no other vendor can
provide compatible Software as a Service, licensing, and support necessary to maintain
continuity of the City's existing Sensus AMI system.
Opportunity to Respond
Any vendor who believes it can provide substantially equivalent proprietary software licensing,
hosting, and support services compatible with the City's existing system must submit a written
response no later than:
2:00 PM CST on Friday, August 7th, 2026

* References for comparable municipal clients

If no responsive submissions are received by the stated deadline, the City intends to proceed with
award to Core & Main LP.
The City reserves the right to determine, in its sole discretion, whether a responding vendor's
qualifications demonstrate the ability to meet the City's requirements.
