Notice of Intent to Award a Sole Source
The City of Lynn Haven intends to enter into an agreement with:
Vendor: Jim House & Associates, Inc.
Service: Effluent WWTP PLC programming modifications and integration services for
reclaim/reject valve control and communication with the City’s existing VTScada system.
Sole Source Determination
The City’s Wastewater Treatment Plant currently operates utilizing a VTScada-based
Supervisory Control and Data Acquisition (SCADA) system integrated with existing
programmable logic controller (PLC) infrastructure. The requested services involve modification
of the Effluent Remote Terminal Unit (RTU) to incorporate reclaim and reject valve control
functionality, as well as configuration of communication between the RTU and the existing
VTScada system.
Jim House & Associates, Inc., in coordination with Vyper Automation, has specialized
knowledge of the City’s existing PLC programming, RTU configuration, and VTScada
integration. The requested modifications require direct interaction with the current system
architecture, including programming updates and system communication protocols that are
specific to the existing installation.
These services also include on-site implementation and testing to ensure proper functionality and
system reliability. The integration must be performed in a manner that maintains continuity with
existing operations and avoids disruption to critical wastewater treatment processes.
Utilizing an alternate vendor would require extensive system familiarization, potential
reconfiguration of existing programming, and could introduce compatibility issues or operational
risks. Additionally, the current system components and programming structure are already
aligned with Jim House & Associates, Inc.’s implementation team, making them uniquely
qualified to perform the required services.
Based on this information, the City has determined that no other vendor can provide the required
level of compatibility, continuity, and technical expertise necessary to perform these services
without risk to system integrity and operations.

Any vendor who believes it is capable of providing the full scope of services described above
must submit a written response no later than:
2:00 PM CST on Friday, April 24th, 2026
Responses must include:
Vendor name and contact information
Documentation demonstrating relevant experience with VTScada systems and PLC
programming
Evidence of ability to perform compatible system integration with existing infrastructure
Experience supporting municipal SCADA or wastewater control systems
References for similar projects

If no responsive submissions are received by the stated deadline, the City intends to proceed with
award to Jim House & Associates, Inc.
The City reserves the right to determine, in its sole discretion, whether a responding vendor’s
qualifications demonstrate the ability to meet the City’s requirements.
