Notice of Intent to Award a Sole Source
The City of Lynn Haven intends to enter into an agreement with:
Vendor: PowerDMS by NEOGOV
Service: Renewal of PowerReady software licensing, hosting, and support services for the City’s
policy management and accreditation platform.
Sole Source Determination
The City’s Police Department currently utilizes the PowerDMS PowerReady platform to manage
policies, procedures, training records, and accreditation-related compliance activities. The
system serves as a centralized repository for departmental documentation and supports
accountability, transparency, and adherence to law enforcement standards.
PowerReady is proprietary software developed and maintained by PowerDMS by NEOGOV. All
licensing, hosting, updates, and technical support must be obtained directly from the software
provider. The Police Department’s existing policies, training records, workflows, user
acknowledgments, and compliance tracking are fully integrated within this system.
The platform plays a critical role in supporting accreditation efforts and maintaining compliance
with applicable law enforcement standards. Renewal of the existing software ensures continuity
of operations, preservation of historical records, and uninterrupted access to documentation
required for audits, inspections, and accreditation review.
Transitioning to a different system would require extensive data migration, reconfiguration of
workflows, staff retraining, and could result in disruption to departmental operations and
potential impacts to accreditation status.
Based on this information, the City has determined that no other vendor can provide compatible
licensing, support, or continuation of the existing system.
Opportunity to Respond
Any vendor who believes it is capable of providing the full scope of services described above
must submit a written response no later than:
2:00 PM CST on Thursday, April 23rd, 2026

If no responsive submissions are received by the stated deadline, the City intends to proceed with
award to PowerDMS by NEOGOV.
The City reserves the right to determine, in its sole discretion, whether a responding vendor’s
qualifications demonstrate the ability to meet the City’s requirements.
