Notice of Intent to Award a Sole Source
The City of Lynn Haven intends to enter into an agreement with:
Vendor: HLP, Inc.
Services: Renewal of software licensing, hosting, and support services for the City's existing
animal shelter management system.
Sole Source Determination
The City's Animal Services Division currently utilizes the Chameleon Software platform to
manage shelter operations, including animal intake, medical records, adoptions, licensing,
reporting, and regulatory compliance.
Chameleon Software is a proprietary system developed and maintained by HLP, Inc. All
licensing, hosting, updates, and technical support for the system must be obtained directly from
the developer. The City's existing data, workflows, reporting structures, and operational
processes are fully integrated within this platform. The City has utilized this system for over ten
(10) years, resulting in a significant accumulation of historical records and institutional reliance
on the platform.
Renewing the existing software ensures continuity of operations, preservation of historical
records, and ongoing compliance with applicable reporting requirements. Transitioning to a
different system would require data migration, system reconfiguration, staff retraining, and
potential disruption to shelter operations.
Based on this information, the City has determined that no other vendor can provide compatible
licensing, support, or continuation of the existing system.
Opportunity to Respond
Any vendor who believes it is capable of providing the full scope of services described above
must submit a written response no later than:
2:00 PM CST on Wednesday, April 15th, 2026
Responses must include:
* Vendor name and contact information
* Documentation demonstrating authorization from the software developer

If no responsive submissions are received by the stated deadline, the City intends to proceed with
award to HLP, Inc.
The City reserves the right to determine, in its sole discretion, whether a responding vendor's
qualifications demonstrate the ability to meet the City's requirements.
