Notice of Intent to Award a Sole Source
The City of Lynn Haven intends to enter into an agreement with:
Vendor: Trihedral, Inc.
Services: Licensing, and support renewal for the City’s existing VTScada supervisory control
and data acquisition (SCADA) system used for monitoring and control of the wastewater and
water utility infrastructure.
Sole Source Determination
The Public Utilities Department currently utilizes the VTScada platform as its primary SCADA
system for monitoring, alarming, data collection, and operational control of critical utility
infrastructure. The proposed procurement includes software upgrades, license expansion, and
renewal of SupportPlus services to maintain system reliability, cybersecurity, and technical
support.
VTScada is proprietary software developed and licensed exclusively by Trihedral, Inc. All
licensing, upgrades, technical support, and ongoing software maintenance must be obtained
directly from the manufacturer or through its authorized representatives. The City’s existing
system architecture, databases, historical data, alarm configurations, and control logic are built
within this platform.
Changing to a different SCADA system would require a full system replacement, including
software conversion, engineering, configuration, validation, staff retraining, and significant
operational downtime. This would result in substantial additional cost, disruption to utility
operations, and increased risk to public health and environmental compliance.
Based on this information, the City has determined that no other vendor can provide compatible
software licensing, upgrades, or manufacturer-supported services for the existing system.
Opportunity to Respond
Any vendor who believes it is capable of providing the full scope of services described above
must submit a written response no later than:
2:00 PM CST on Wednesday, March 11th, 2026

• Vendor name and contact information
• Documentation demonstrating authorization from the software manufacturer
• Evidence of the ability to provide compatible licensing and support
• Experience supporting municipal SCADA systems
• References for similar utility clients

If no responsive submissions are received by the stated deadline, the City intends to proceed with
award to Trihedral, Inc.
The City reserves the right to determine, in its sole discretion, whether a responding vendor’s
qualifications demonstrate the ability to meet the City’s requirements.
