Notice of Intent to Award a Sole Source
The City of Lynn Haven intends to enter into an agreement with:
Vendor: Jim House & Associates, LLC
Services: Inspection, evaluation, and repair of four (4) Flygt submersible wastewater pumps,
including parts replacement, testing, and restoration of operational functionality for lift station
equipment.
Sole Source Determination
The Public Utilities Department has identified the need to repair four (4) Flygt submersible
wastewater pumps that are critical to the City’s wastewater system. These pumps have already
been removed from service and delivered to Jim House & Associates, LLC for inspection and
evaluation. The vendor has completed the inspections and provided detailed findings identifying
the components requiring repair or replacement.
The manufacturer, Xylem (Flygt), has advised that Jim House & Associates, LLC is the sole
authorized service, repair, and warranty center for Flygt equipment within Alabama and the
Florida Panhandle. As an authorized service provider, the vendor maintains factory training,
access to proprietary parts, and manufacturer-approved repair procedures necessary to ensure
equipment reliability and warranty compliance.
The City is currently confirming this information prior to authorizing repair work. Use of a non-
authorized service provider could void manufacturer warranties, result in non-compliant repairs,
increase lifecycle costs, or create reliability and operational risks for critical infrastructure. In
addition, the pumps are presently in the custody of the vendor following inspection, and
transferring the equipment to another provider could result in delays, additional costs, and
potential risk of damage.
Based on this information, the City has determined that no other vendor is known to be capable
of providing substantially equivalent authorized Flygt repair services within the region.
Opportunity to Respond
Any vendor who believes it is capable of providing the full scope of services described above
must submit a written response no later than:
2:00 PM CST on Wednesday, March 11th, 2026

Responses must include:
• Vendor name and contact information
• Documentation demonstrating authorized Flygt service provider status
• Evidence of manufacturer certification and training
• Ability to provide warranty-compliant repair services
• References for similar municipal wastewater pump repair work

If no responsive submissions are received by the stated deadline, the City intends to proceed with
award to Jim House & Associates, LLC.
The City reserves the right to determine, in its sole discretion, whether a responding vendor’s
qualifications demonstrate the ability to meet the City’s requirements.
