Notice of Intent to Award a Sole Source
The City of Lynn Haven intends to enter into an agreement with:
Vendor: Gemini Water
Services: Preparation, design, regulatory review, and delivery of the City’s annual Consumer
Confidence Report (CCR), including data analysis, compliance review, report drafting, printing,
mailing, ADA-compliant digital hosting, and certification support.
Sole Source Determination
The Water Department within Public Works is responsible for preparing and distributing the
City’s annual Consumer Confidence Report in accordance with federal drinking water
regulations. This report requires technical review of water quality data, preparation of required
regulatory content, and compliance with federal and state delivery and accessibility
requirements.
The City has identified Gemini Water as a specialized provider of CCR preparation and
compliance services. The firm utilizes a proprietary CCR development platform and workflow
designed specifically for public water systems. Their services include regulatory compliance
auditing, contaminant data validation, technical editing, ADA and accessibility compliance,
design, distribution, and certification support.
The Consumer Confidence Report process has become increasingly complex due to evolving
regulatory requirements, including accessibility standards, multilingual outreach expectations,
and documentation of good faith delivery. The City does not currently maintain in-house staff or
software capable of efficiently performing these services at the same level of regulatory
oversight and compliance.
Based on market research conducted by staff, Gemini Water is a highly specialized provider
focused exclusively on CCR compliance and delivery. The City is not aware of other vendors
offering a comparable bundled solution that includes technical compliance review, proprietary
reporting software, distribution tracking, and certification support.
Engaging a provider with demonstrated regulatory expertise reduces the risk of noncompliance,
enforcement actions, or required reissuance of the report. It also improves operational efficiency
and allows City staff to focus on core utility functions.
For these reasons, the City has determined that Gemini Water is the most qualified and capable
provider for these services and that competition is not practicable.

Opportunity to Respond
Any vendor who believes it is capable of providing the full scope of services described above
must submit a written response no later than:
2:00 PM CST on Wednesday, March 11th, 2026
Responses must include:
• Vendor name and contact information
• Demonstrated experience preparing CCRs for municipal water systems
• Documentation of regulatory compliance expertise
• Description of software or tools used for CCR development
• Ability to provide ADA and accessibility compliance
• References for similar public water systems

If no responsive submissions are received by the stated deadline, the City intends to proceed with
award to Gemini Water.
The City reserves the right to determine, in its sole discretion, whether a responding vendor’s
qualifications demonstrate the ability to meet the City’s requirements.
